On the afternoon of September 11, Deputy Prime Minister Bui Thanh Son chaired a national online meeting on the implementation of the adjusted Power Plan 8.
The Deputy Prime Minister requested that Vietnam Electricity Group (EVN) proactively speed up negotiations on power purchase contracts according to regulations, in the spirit of harmonizing the interests of the State, investors and people.
Referring to projects that already have investors, the Deputy Prime Minister requested to develop plans and schedules, send them to the People's Committees of provinces and cities to report to the Ministry of Industry and Trade for inspection, monitoring, and urging implementation according to the set plan.
The Ministry of Industry and Trade and People's Committees of provinces and cities direct and urge investors to speed up progress, putting factories into operation 3-6 months earlier; have strict handling plans for investors who are slow or do not implement projects, affecting national energy security.
Provinces and cities proactively coordinate closely with investors to effectively carry out site clearance, compensation, resettlement and relocation work according to regulations; actively support and create favorable conditions for investors and contractors during the construction process.
For projects that do not have investors, the Deputy Prime Minister requested the Ministry of Industry and Trade to direct localities to immediately select investors and complete this task in the fourth quarter of 2025.
The Deputy Prime Minister made it clear that the Ministry of Industry and Trade and localities are fully responsible before the Government and the Prime Minister if there is a delay in selecting investors, affecting the assurance of national energy security.

Ministries, branches and localities shall review and handle, according to their authority and legal regulations, any difficulties in the implementation of the revised Power Plan 8. Thereby, promptly report to competent authorities for consideration and handling of difficulties and problems; absolutely do not let projects and works be stuck due to slow handling of administrative procedures, and complete this task in October.
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries and agencies to review, evaluate, select, and decide on the selection of survey units and assign sea areas to conduct offshore wind power project surveys under its authority, to be completed in October 2025.
The Ministry of Industry and Trade is assigned to preside over and coordinate with relevant ministries, agencies and localities to urgently develop the Government's Action Program to implement Resolution No. 70 of the Politburo, and report to the Government before September 20 in the spirit of clear people, clear work, clear time, clear products, clear responsibilities and clear authority.
The Government leader noted that localities must urgently update the list of power sources and grids identified in the adjusted Power Plan 8 into provincial planning, specialized planning on urban and rural areas, and provincial land use, as a basis for implementing investment in the construction of power projects.
Deputy Prime Minister Bui Thanh Son also requested the Corporations to resolutely implement the power source and grid projects assigned to them as investors, ensuring progress, quality, efficiency, and environmental protection, especially the country's first two nuclear power plant projects.
Corporations direct power plants under their management to do a good job of preparing for production, and absolutely must not let fuel shortages for power plants or water shortages in hydroelectric reservoirs occur according to reservoir operation procedures.
