On September 25, the Department of Education and Training of Ho Chi Minh City held a conference to summarize the activities of the 2024-2025 school year and deploy tasks for the 2025-2026 school year for foreign language and information technology centers in Ho Chi Minh City.
Reporting at the conference, Mr. Pham Phuong Binh - Deputy Head of the Department of Continuing, Vocational and University Education (Ho Chi Minh City Department of Education and Training) - said that as of August 2025, Ho Chi Minh City has 1,961 licensed centers, including 158 foreign-invested centers and 1,803 domestic centers.
In the 2024-2025 school year, the centers opened 49,163 classes, attracting nearly 268,580 students in English, Chinese, Japanese, Korean, German and IT subjects.
To meet increasingly diverse learning needs, many centers have deployed from mass classes to personalized tutoring groups, and opened courses with 100% or 50% foreign teachers.
Linking English teaching with educational institutions is also promoted. Of which, 2,093/5,593 kindergartens introduce children to English; general schools organize English teaching through math - science , English communication with native teachers, and IC3 computer courses.
However, according to Mr. Binh, there are still some centers that teach the wrong approved program, do not have a clear roadmap or output standards; even advertise falsely, use unauthorized images, especially related to foreign teachers, causing confusion for parents.
In addition, recruiting native teachers also faces many difficulties due to lengthy work permit procedures, while high requirements for professional qualifications further limit the search for suitable human resources.
Some small investors have not yet fully understood the regulations, leading to the use of substandard teachers; some even organize activities outside the permitted scope such as satellite boarding schools, preschools, and summer tutoring.

Concluding the conference, Ms. Truong Hai Thanh - Deputy Director of the Department of Education and Training of Ho Chi Minh City - suggested that in the 2025-2026 school year, the centers focus on training the management team and teachers, ensuring professional standards, especially with foreign teachers.
At the same time, it is necessary to continue diversifying types, building modern learning environments, applying information technology and artificial intelligence, increasing investment in facilities, and ensuring absolute safety for students.
In addition, the Department of Education and Training will encourage centers to build academic club models, where they can share experiences, difficulties and effectively implement teaching activities.
"The Department will also issue clear instructions on regulations and procedures to accompany units during their operations," said Ms. Thanh.
