Address issues of concern to voters regarding irrigation infrastructure and other infrastructure.

Receiving opinions and recommendations from voters sent to the 14th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters.

Voters of Trieu Son district proposed the Provincial People's Committee to expand and upgrade both sides of the Hoang River dike in Dong Thang commune with a length of 4,650m. According to the settlement results, for the left-hand dike of the Hoang River through Dong Thang commune: On December 28, 2023, the Chairman of Thanh Hoa Provincial People's Committee issued Decision No. 5058/QD-UBND on approving financial support for handling and repairing the left-hand dike of the Hoang River from K14+700 - K15+100 in Dong Thang commune (Trieu Son); The total estimated investment is 14.5 billion VND and will be implemented in 2024. Regarding the right-hand dike of the Hoang River through Dong Thang Commune: On March 5, 2024, the People's Committee of Trieu Son District issued Document No. 94/TTr-UBND requesting the Provincial People's Committee to support 15.0 billion VND to repair the right-hand dike of the Hoang River (section from K19 +100 - K19 + 850) in Dong Thang Commune (Trieu Son) with a length of about 750m. After balancing the capital source, the Provincial People's Committee will consider supporting according to regulations.

Voters of Trieu Son district requested the Provincial People's Committee to support upgrading Provincial Road 520 from Sim Market Intersection, Hop Thanh Commune (Trieu Son) to Hai Long Commune (Nhu Thanh); invest in upgrading the road to Industrial Park 2. According to the settlement results, the Trieu Son District People's Committee is currently implementing a project to repair the section Km0+00-km3+00 of Provincial Road 520 with a total investment of 18 billion VND, expected to be completed in 2024.

Voters of Trieu Son district requested the province to give opinions to the electricity sector to support localities in relocating electric poles in the roadway so that people can expand roads to implement the new rural construction movement. According to the settlement results, on May 10, 2022, the Provincial People's Committee issued Official Dispatch No. 6357/UBND-CN requesting units and localities to: Arrange funding and relocate electric poles in the roadway due to the process of expanding roads for completed projects invested by units and localities; at the same time, request Thanh Hoa Electricity Company and electricity business management organizations to support funding with people to relocate electric poles out of the roadway for road expansion projects funded by people themselves. Up to now, Trieu Son district has completed the relocation of 1,158/1,158 electric poles, reaching 100%.

Voters of Trieu Son district proposed that the province extend the implementation period of the policy for redundant commune-level civil servants until December 31, 2025, as well as the policy for redundant commune and town police chiefs and deputy chiefs when regular police are transferred to communes. According to the settlement results, Resolution No. 233/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council stipulates the implementation period of the support policy for commune-level cadres, civil servants, non-professional workers, chairmen of special associations at the commune level, non-professional workers in villages and residential groups who are redundant due to arrangement and reorganization according to Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government , from January 1, 2020 to December 31, 2022. Therefore, regarding the proposal to extend the implementation period to December 31, 2025, the Provincial People's Committee will direct the Department of Home Affairs to base on the practical situation of resolving surplus in localities to advise and report to the Provincial People's Committee for consideration and submit to the People's Council according to regulations.

Voters of Trieu Son district requested the Provincial People's Committee to invest in upgrading Dong Hoang Bridge connecting Dong Tien commune with Dong Son district; 4 bridges across Hoang river in Dan Quyen commune. According to the settlement results, regarding the investment in upgrading Dong Hoang bridge connecting Dong Tien commune with Dong Son district: According to the report of Trieu Son district People's Committee, through inspection and review in Dong Tien commune (Trieu Son), there is no Dong Hoang bridge connecting Dong Tien commune with Dong Son district. Regarding the investment and construction of 4 bridges across Hoang river in Dan Quyen commune: According to the provisions of Resolution No. 176/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council, the investment in 4 bridges is part of the expenditure task of Trieu Son district budget. Request Trieu Son district People's Committee to review and assess investment needs to implement the project according to regulations. The Provincial People's Committee will support the district with funding when capital resources are available.

Tho Xuan district voters requested the Provincial People's Committee to invest in embankment of the Chu River bank that has eroded into the basic land of the people in the upper area of Hai Mau village, Tho Hai commune, which has now eroded about 100m into the bank, threatening to divert the flow of the Chu River, cutting off the old Minh Hai village (now Hai Mau village) of Tho Hai commune. According to the settlement results, to ensure absolute safety for people's lives and property; Tho Xuan district People's Committee is requested to proactively arrange funds to repair, prepare plans to protect houses and structures, and plans to evacuate people to safe places during the 2024 flood season. At the same time, review the list of vulnerable dikes and embankments in the district to report to the Provincial People's Committee for consideration and allocation of funds according to the roadmap to repair the landslides.

Tho Xuan district voters requested the Provincial People's Committee to direct the sector to have a plan to repair and upgrade power line 372 to ensure the electricity needs of the people (Xuan Phong commune). According to the settlement results, according to the report of Thanh Hoa Electricity Company, the project was renovated and upgraded in December 2023, Line 372E9.1 (now renamed 371E9.48) ensures the electricity needs of the people.

Tho Xuan district voters requested the Provincial People's Committee to repair turn 515 from Tho Vuc commune (Trieu Son) through Xuan Phong commune to Xuan Hong commune. According to the settlement results, according to the provisions of Resolution No. 176/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council, the repair of the road is a spending task of Tho Xuan district budget. The Provincial People's Committee will support the district with funding when there are conditions in terms of capital.

Tho Xuan district voters reflected that for communes that are not merged but have redundant cadres and civil servants, the position of Chairman of the People's Council concurrently does not receive concurrent allowances. It is recommended that the province consider ensuring the rights and benefits for this position. According to the settlement results, based on Clause 1, Article 20 of Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government, the People's Committee at the district level decides on the positions and titles entitled to concurrent allowances in cases where the number of commune-level cadres and civil servants is reduced compared to the regulations. Therefore, it is recommended that the People's Committee of Tho Xuan district base on the number of cadres and civil servants assigned to each commune-level administrative unit to decide on the arrangement and enjoyment of concurrent allowances according to the above authority.

Voters of Yen Dinh district requested the province to direct the Department of Education and Training to strengthen management, organize dissemination and strictly implement the regulations of competent agencies on extra teaching and learning. According to the results of the settlement, the Department of Education and Training is currently coordinating with departments, branches and localities to draft an Official Dispatch to strengthen the management of teachers in implementing the official teaching program in class, to conduct inspections, checks, supervision and strictly handle violations of extra teaching and learning to send to the People's Committees of districts, towns and cities for comments.

Voters of Yen Dinh district proposed to invest in upgrading provincial road 518C from Yen Lam town (Yen Dinh) to Cao Thinh commune (Ngoc Lac) and provincial road 516D from Dinh Lien commune intersection through Yen Ninh and Yen Hung communes connecting to National Highway 47B. According to the settlement results, for provincial road 518C: The Department of Transport and the People's Committee of Yen Dinh district are implementing repair projects for sections Km9+00-Km10+00, Km10+650- Km10+800 and Km11+450- Km11+800 Km14+700 - Km15+850 with a total investment of 14.4 billion VND, expected to be completed in 2024. For provincial road 516D, the Department of Transport is implementing a repair project for sections Km0+00 - Km2+00 with a total investment of 4.3 billion VND, scheduled to be completed in the fourth quarter of 2024.

Voters of Yen Dinh district proposed that the province continue to invest in dredging the remaining part of Hon Soi canal from Thang Long residential group, Yen Lam town to Quy Loc town to Ma river to ensure drainage and prevent floods and storms during the rainy season. According to the settlement results, the People's Committee of Yen Dinh district is requested to allocate funds to dredging the remaining part of the Hon Soi canal section passing through Thang Long residential group, Yen Lam town to Quy Loc town to Ma river.

Voters of Thieu Hoa district proposed that the province continue to invest in upgrading the dike line from Thieu Vu, Thieu Ngoc to Tho Xuan district. Build 2 dike watch points on the 2 dike lines of Chu River and Cau Chay River in Thieu Ngoc commune. According to the settlement results, currently the People's Committee of Thieu Hoa district has not yet arranged funding to repair and fix damaged road surfaces to ensure the safety of the dike line, meet the requirements of inspection, rescue, and dike protection during the rainy and flood seasons and serve the traffic of people in the area. Regarding upgrading and building a dike watch point on the right dike line of Cau Chay River: This is a level IV dike line managed by the locality, currently the People's Committee of Thieu Hoa district has not yet arranged funding to implement. In the coming time, the Provincial People's Committee will direct the Department of Agriculture and Rural Development and the People's Committee of Thieu Hoa district to advise on investment in upgrading according to regulations.

Voters of Thieu Hoa district proposed the province to upgrade the ferry on Chu river in Thieu Phuc and Minh Tam communes. According to the settlement results, the Provincial People's Committee issued Official Dispatch No. 3947/UBND-THKH dated March 25, 2022 on investing in the Thieu Phuc - Minh Tam pontoon bridge across Chu river; in which there is an opinion: Currently, the provincial budget investment capital for the period 2021 - 2025 has been fully allocated by the Provincial People's Council to programs and projects, so there is no more source to support the investment in the above project; on the other hand, this is a project under the expenditure task of the district and commune budgets. Therefore, the People's Committee of Thieu Hoa district is assigned to proactively mobilize resources to invest in the Thieu Phuc - Minh Tam pontoon bridge across Chu river; in the process of implementing the investment, the People's Committee of Thieu Hoa district coordinates with the Department of Transport and relevant units to implement it in accordance with the provisions of law and technical requirements.

Voters of Thieu Hoa district requested the province to allocate budget to purchase teaching equipment and supplies according to the new curriculum for grades 6, 7, and 8. Early issuance of local education textbooks for grades 7 and 8 to prepare for the new school year. According to the settlement results, the provincial budget annually allocates about 230 billion VND to equip schools with minimum equipment. The implementation content is chaired by the Department of Education and Training with beneficiaries, and up to now has been providing equipment for grades 1, 2, 3, 6, 7, and 10.

Voters of Vinh Loc district proposed that the province consider reclaiming the agricultural land area in the Ho Dynasty Citadel Heritage Area (borrowed by the Ho Dynasty Citadel Management Board for excavation and archaeology). After returning the land to the people for production, cultivation encountered many difficulties. According to the settlement results, the Ho Dynasty Citadel Heritage Conservation Center, together with the Institute of Archaeology and the local government, agreed to support the cost of land reclamation for the people and received the agreement and support from households with cultivated land in the archaeological area in the inner city. Up to now, the above land areas have served normal cultivation.
