The delegation surveyed the Ba Dinh Agricultural, Aquatic and Service Cooperative (Cau Do Hamlet, Vinh Loc Commune) and the Hong Dan Agricultural, Production and Trading Cooperative of Rice Seeds (Ninh Thanh Hamlet, Ninh Quoi Commune).

According to Mr. Nong Van Thach, Chairman of the Board of Directors of Ba Dinh Cooperative, the Cooperative currently has 278 members, with a charter capital of about 300 million VND, actual contributed capital of over 516 million VND and a total cultivated area of ​​about 706 hectares. In addition, the Cooperative is implementing 16 types of services to serve members and people in the area.

For the Hong Dan agricultural cooperative, production and trading of rice seeds, there are currently only about 7 members, mainly focusing on production and trading of single-bush rice seeds.

Although some positive results have been achieved in production and business, cooperatives still face many difficulties. Mr. Nong Van Thach proposed that the State should have a mechanism to support members in borrowing capital through cooperative guarantees, with preferential interest rates and no requirement for collateral; at the same time, pay attention to arranging or leasing land funds, and building infrastructure for cooperative headquarters.

These opinions and recommendations were basically answered by the working group during the survey. However, some contents were beyond the authority and could not be answered directly. Therefore, Mr. Huynh Chi Nguyen, Vice Chairman of the Provincial People's Committee, requested relevant departments and branches to continue researching and finding solutions to help cooperatives develop more effectively in the coming time. At the same time, localities need to specify the investment portfolio to serve as a basis for promoting and inviting businesses to participate.

Vice Chairman of the Provincial People's Committee Huynh Chi Nguyen and comrade Vu Hong Nhu Yen, Head of the Economic - Budget Committee of the People's Council, had a direct discussion about the products of Ba Dinh Cooperative.

Not only surveying economic models, the working delegation also learned about working conditions, human resources and infrastructure in Ninh Quoi commune after implementing the 2-level local government model. At the meeting, Ninh Quoi commune leaders recommended that the province pay attention to investing in traffic infrastructure and intra-field canal systems to serve high-quality rice production areas according to the Government's 1 million hectare rice project; at the same time, have preferential credit policies to help farmers boldly invest in developing production models, increase income and promote the private economy.

The working delegation came to survey and work with the People's Committee of Ninh Quoi commune.

Representatives of Ninh Quoi commune leaders reported on the socio-economic development situation as well as the implementation of activities of the commune-level government.

Speaking at the survey points, comrade Nguyen Quoc Han affirmed that the purpose of the working trip was to grasp information, assess the practical potential and advantageous socio-economic models, as a basis for monitoring activities and recommending the improvement of legal policies. Thereby, creating favorable conditions for people and businesses to develop production, contributing to promoting the province's socio-economic development quickly, sustainably, and in accordance with the ecological characteristics of each locality. He also requested that during the operation, if difficulties arise, cooperatives should report to the People's Committee of the commune to synthesize and propose to the departments and branches for timely solutions.

As for the team of cadres, civil servants and workers of the commune, local leaders said they will continue to focus on training, coaching and assigning appropriate work, in order to build a team with both professional qualifications and skills, and enthusiasm, ensuring the good completion of assigned tasks, while serving the needs of the people better and better.
