Comments on the Draft Documents of the Party Congresses at All Levels in Ho Chi Minh City: Many enthusiastic, frank and intellectual opinions

Ho Chi Minh City has brought the draft documents of the Party Congresses at all levels to a large number of Party members and people through many forms, from organizing in-person conferences to online conferences. Thereby, many enthusiastic, frank and intellectual opinions were received, contributing to perfecting the documents, clarifying the vision and orientation for rapid and sustainable development for the city.

Various methods of opinion gathering

The work of collecting comments on the draft documents of the 1st Ho Chi Minh City Party Congress and the 14th Party Congress was carried out in a diverse and tight manner. From the Party cell congresses, grassroots Party committees to thematic conferences, the draft was widely disseminated.

Discussing at the 1st Congress of Tan Thuan Ward Party Committee (HCMC), term 2025-2030, Ms. Ta Thi Ngoc Bich, Secretary of Ward 30 Party Cell, assessed that the draft documents of the 14th Party Congress were carefully and scientifically prepared. She agreed with the spirit of innovation, not avoiding difficulties and frankly pointing out the shortcomings and limitations mentioned in the draft document. Ms. Bich also said that the document needs to supplement strategic breakthroughs in education , because this is the top national policy, determining the rapid and sustainable development of the country.

The first Congress of the Party Committee of An Lac Ward (HCMC) for the 2025-2030 term also took place enthusiastically with comments on draft documents on issues closely related to people's lives, such as road expansion, flood prevention, poverty reduction targets in line with the new criteria of HCMC... Previously, An Lac Ward had deployed many methods to collect opinions from people and experts on draft documents.

An Lac Ward Party Secretary Le Truong Hai Hieu said that in addition to organizing direct feedback sessions, the Ward Party Committee also put draft documents on the online platform in a variety of ways, such as posting the full text, summarizing the main contents and building infographics about the system of indicators, key solutions, and breakthroughs in the coming term. The Ward applies artificial intelligence (AI) to help people easily find information they are interested in. At the same time, AI automatically synthesizes, compiles, and analyzes feedback to report.

Secretary of the Tan My Ward Party Committee (HCMC) Tran Chi Dung informed that the building and collecting opinions from all levels to contribute to the documents of the Party Congresses at all levels has been closely implemented by the ward, on the basis of inheriting "material" from the rounds of comments on the building of documents of the District 7 Party Committee and the HCMC Party Committee (before the administrative unit arrangement). After the arrangement, the Standing Committee of the Tan My Ward Party Committee continues to carry out these tasks. In particular, the ward organizes to receive comments at the Party cell congresses, grassroots Party committees and Party cells, affiliated Party committees or through Party cell and mass organization activities. The ward also organizes conferences and seminars to collect opinions.

Ho Chi Minh City is organizing a wide-ranging consultation on the documents of the Ho Chi Minh City Party Congress for the 2025-2030 term, in a variety of forms, to record and perfect the documents containing specific intelligence, goals, solutions, programs, and projects to ensure the city's rapid and sustainable development.

Participating in the conference to collect comments from senior leaders and retired leaders of Ho Chi Minh City on the draft political report to be submitted to the 1st Ho Chi Minh City Party Congress, term 2025-2030, organized by the Standing Committee of the Ho Chi Minh City Party Committee, Ms. Nguyen Thi Hoai Thu, former Chairwoman of the National Assembly's Committee on Social Affairs, commented that the draft document was invested in with great intelligence.

The draft has carefully studied the Party's policies, inherited the resolutions of the Ho Chi Minh City Party Committee, Binh Duong Provincial Party Committee, and Ba Ria - Vung Tau Provincial Party Committee in the past; at the same time, it has kept up with the domestic trends and the trends of the times with many new contents. However, she suggested that it is necessary to assess more closely and deeply the international challenges, especially in the context of the current complicated situation of conflicts between countries, to solve issues related to borders, foreign affairs, etc.

Meanwhile, at the conference to gather opinions from experts, scientists, and typical intellectuals organized by the People's Committee of Ho Chi Minh City, experts commented that, despite the short time after the administrative unit arrangement, Ho Chi Minh City has made great efforts to build a draft document that ensures quality, is concise, comprehensive, and conveys a clear message, inspiring development.

In particular, commenting on the target of an average GRDP growth of 10% per year and an average income per capita of 14,000-15,000 USD by 2030, Professor and Doctor Nguyen Trong Hoai, former Vice President of Ho Chi Minh City University of Economics, commented that this target represents the aspiration and vision of Ho Chi Minh City, and is not difficult to achieve in the case of favorable domestic and international contexts. However, the city also needs to consider unfavorable scenarios. Dr. Vu Thanh Tu Anh, former Director of the Fulbright School of Public Policy and Management, suggested that the city needs to have specific policies and plans to mobilize and allocate resources to ensure the growth target.

The Chairman of the Ho Chi Minh City People's Committee affirmed that in terms of viewpoints, the draft document closely follows the direction of General Secretary To Lam, containing wisdom, goals, solutions, programs, and specific projects to ensure the city's rapid and sustainable development.
