Faced with that situation, the Huong Xuan commune government closely followed the area, directed the police, military and village forces to proactively evacuate 21 households with 71 people in Thuan Hoa village, an area at risk of landslides, to high buildings to take shelter and ensure safety.

At the same time, warning signs and barriers were set up at locations at high risk of landslides and flooding. People were also informed about proactive measures to respond to storm No. 6 and floods. In Huong Khe commune, on the morning of August 30, heavy rain and rapidly rising floodwaters caused many main roads and village roads in residential areas to be deeply flooded, causing local isolation. However, from the night of August 29 to the morning of August 30, the plant area and downstream areas experienced very heavy rain, causing the water flow to the plant's reservoir to increase rapidly.
