Completed 113 km of Ring Road 4 in the Capital region after 30 months of construction

Component Project 3: Investment in construction of expressway under the Investment Project for Construction of Ring Road 4 - Hanoi Capital Region is the largest-scale road infrastructure project implemented under the PPP method.

Contractors are ready to start construction immediately after the Hanoi Beltway 4 Component 3 Project is started.

This morning (September 6), the Hanoi People's Committee held the groundbreaking ceremony for Component Project 3: Investment in construction of the expressway under the Investment Project for construction of Ring Road 4 - Hanoi Capital Region.

This is a project implemented under the PPP method by CityLand Real Estate Investment Company Limited - Saigon Sunflower Company Limited - Vietnam Expressway Corporation (VEC) - Horizon Investment Joint Stock Company (Horizon) as investors.

Ms. Bui Thi Minh Hoai - Member of the Politburo , Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi City; Mr. Vu Hong Thanh - Member of the Party Central Committee, Vice Chairman of the National Assembly; Mr. Nguyen Thanh Nghi - Member of the Party Central Committee, Head of the Central Policy and Strategy Committee; leaders of several ministries, branches and leaders of Bac Ninh and Hung Yen provinces attended the groundbreaking ceremony of the largest expressway construction project ever implemented in the capital.

Specifically, in addition to the total route length of up to 113.52 km built on a 4-lane expressway scale, design speed of 100 km/h, of which more than 70% of the main route length is elevated, Component Project 3 also includes many large bridges over rivers such as: Hong Ha, Hoai Thuong, Me So...

In addition, as a key economic inter-regional belt route of the Hanoi Capital Region, Component Project 3: Investment in construction of expressways under the PPP method will connect the capital with Hung Yen province, Bac Ninh province and other localities in the region, promoting investment efficiency for projects that have been and are being invested.

“This project will create new development space and solve existing problems of Hanoi Capital, exploit land use potential, build a sustainable and modern urban system, contributing to the successful implementation of the country's socio-economic development goals and tasks according to the Resolution of the 13th National Congress of the Party”, Mr. Tran Sy Thanh, Chairman of Hanoi People's Committee assessed.

In particular, Component Project 3: Investment in construction of expressways under the PPP method is also the first expressway project to be started by the Hanoi People's Committee in 2025 - a year of special importance, the final year of implementing the Socio-Economic Development Plan and public investment for the period 2021-2025, and at the same time the year of holding Party Congresses at all levels, building directions and tasks for the 5-year period 2026-2030, towards the 14th National Congress of the Party.

In addition, with more than 110 km of highways built, Component Project 3: Investment in highway construction under the PPP method will contribute significantly to concretizing the goal of building 5,000 km of highways by 2030 as set out in the Resolution of the 13th National Party Congress.

According to the leader of the Hanoi People's Committee, the groundbreaking of Component 3 Project, including 2 bridges Hong Ha, Me So along with the bridges Tu Lien, Van Phuc, Ngoc Hoi, up to now, Hanoi has started construction of 5 large bridges across the river. It is expected that by the end of 2025, the construction of 2 other large bridges Thuong Cat, Tran Hung Dao will continue, bringing the total number of large bridges across the Red River to start construction in 2025 to 7.

According to Mr. Truong Viet Dong, Chairman of the Board of Directors - VEC, the consortium of 4 investors selected by the Hanoi People's Committee to implement Component Project 3: Investment in the construction of the expressway under the PPP method are all large infrastructure, financial, and real estate businesses with financial capacity and experience.

In which, VEC is the leading and core State-owned enterprise in investing, developing, managing and maintaining the national expressway system.

Therefore, the combination of VEC as a leading state-owned enterprise in the field of highway investment and 3 large private enterprises in the fields of finance and real estate is not only a guarantee for the success of Component Project 3: Investment in highway construction under the PPP method but also a symbol of the public-private partnership model in accordance with the spirit of Resolution 68-NQ/TW of 2025 of the Politburo.

“With the important significance of Component Project 3: Investment in construction of expressway under PPP method, the investor consortium will mobilize sufficient finance, equipment, and human resources to strive to complete and hand over Component Project 3: Investment in construction of expressway under PPP method to the finish line ahead of the contract schedule,” Mr. Truong Viet Dong affirmed.

According to Construction Corporation No. 1 - JSC (CC1), the general contractor of the project - this is a key national infrastructure project that has received special attention from the National Assembly and the Government, invested in under the PPP method. The project requires urgent progress (completed within 30 months), high quality and technical and aesthetic synchronization.

However, during the implementation process, contractors have to face many challenges such as complex geological conditions, strict technical requirements, large volumes of materials while supply and prices are still fluctuating. These are factors that directly affect the progress and quality of the project, creating considerable pressure on the construction units.

In particular, CC1 undertakes a large volume of work with key items such as: more than 2.9 million m³ of fill, nearly 219 thousand m³ of sand, over 335,000 m³ of concrete, more than 53,000 tons of steel, along with thousands of beams and more than 69,000 meters of bored piles. These are numbers that not only show the scale and magnitude of the project but also affirm the role, responsibility and construction capacity of CC1.

“CC1 will promote the highest sense of responsibility, focus all resources from human resources, finance to equipment and technology to organize construction scientifically, resolutely, comply with technical processes, ensure quality, aesthetics, progress, labor safety and environment”, Mr. Le Bao Anh, General Director of CC1 committed.
