Mr. Tran Hoa Nam, Vice Chairman of Khanh Hoa Provincial People's Committee, recently chaired a meeting with relevant agencies and units to discuss solutions to remove difficulties for BT projects in the province.
At the meeting, investors reported difficulties in the implementation of BT projects including: Road No. 4 (section from Road No. 6 to Road No. 23); Nguyen Thien Thuat extended road; Antenna tower and office of Khanh Hoa Radio and Television Station; Branch road system and Rainwater drainage system of Cam Ranh Peninsula North tourist area; Khanh Hoa Medical College (phase 1); Nha Trang Vocational College (phase 1); Wastewater collection and treatment system of Cam Ranh Peninsula North tourist area; Western peninsula road of Cam Ranh Peninsula North tourist area; Minh Mang road; Road connecting Yen Ninh road to the sea and Sidewalk system, technical infrastructure of Yen Ninh road; Phan Boi Chau road; Road connecting Ngo Gia Tu with Le Duan road; N9 road in the planning area of North Tran Phu.
Also at the meeting, investors and relevant departments and branches proposed a number of specific solutions to remove difficulties for these projects according to the list of solution groups in Official Dispatch No. 117/CV-BCĐ 751 dated August 5, 2025 of the Steering Committee on resolving difficulties and problems of backlogged projects (Steering Committee 751).
After receiving comments, Mr. Tran Hoa Nam requested investors to urgently propose specific solutions to remove difficulties for each BT project according to 8 solutions (belonging to the group of solutions to handle BT projects) of Official Dispatch No. 117/CV-BCĐ 751. In particular, Mr. Nam requested investors to clearly state the shortcomings in the investment preparation process; give opinions on continuing to perform the contract or terminating the contract, ensuring the harmony of interests of the State and investors for BT projects that have signed BT contracts but have not yet implemented investment in construction of BT works; handle cases where investors advance costs to clear the land fund; solutions to remove difficulties for BT projects whose contracts are determined to have content that is not in accordance with the provisions of law at the time of signing the contract and cannot be amended, supplemented, or signed appendices to the contract...
In case other solutions are needed (in addition to the 8 solutions in Official Dispatch No. 117/CV-BCĐ 751), research and provide specific solutions for each project, ensuring that they are consistent with the practical situation (in which the solutions clearly state legal problems and specific handling authority). Investors strive to complete these suggestions and proposals to send to the Department of Finance for synthesis before September 23, 2025.
