Circular 29/2024/TT-BGDDT regulating extra teaching and learning of the Ministry of Education and Training, effective from February 14, 2025, guides the organization of extra teaching and learning in accordance with regulations. At the same time, Circular 29 also clearly stipulates the responsibilities for managing extra teaching and learning of the Provincial People's Committee, Department of Education and Training, District People's Committee, Department of Education and Training, Commune People's Committee, principals of educational institutions and extra teaching and learning establishments.

Commune-level People's Committees have a lot of authority in managing extra teaching and learning.

Circular No. 10/2025/TT-BGDDT of the Ministry of Education and Training issued on June 12, 2025, effective from July 1, 2025 (referred to as Circular No. 10) stipulates the decentralization, delegation and assignment of authority to perform state management tasks of two-level local authorities for general education.

The organization and implementation of regulations on extra teaching and learning are specified in Article 16 of Circular No. 10.

Accordingly, the Ministry of Education and Training stipulates: "Authority to manage extra teaching and learning activities in the area; guide and inspect the implementation of regulations on extra teaching and learning in the area; handle or recommend to competent authorities to handle violations; monitor and inspect compliance with legal regulations on working hours, overtime and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals teaching and learning outside of school as prescribed in Article 10 of Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training promulgating regulations on extra teaching and learning implemented by the People's Committees at the commune level".

At the same time, Article 11 and Article 12 of Circular 29 regulating extra teaching and learning were abolished by the Ministry of Education and Training. (Article 11 regulates the responsibilities of the Department of Education and Training. Article 12 regulates the responsibilities of the People's Committee at the commune level in coordinating with the Department of Education and Training and relevant agencies to manage the implementation of regulations on extra teaching and learning; as well as implementing the direction of the People's Committee at the district level according to the provisions of Clause 3, Article 10 of Circular 29).

In addition, according to Circular No. 10, some words are adjusted in Circular 29 of the Ministry of Education and Training.

Specifically, replace the phrase "People's Committees at all levels" with the phrase "People's Committees at commune level"; the phrase "education management agencies" with the phrase "education management agencies" at Point a, Clause 2, Article 8; the word "district" with the word "commune"; the phrase "Department of Education and Training" with the phrase "People's Committees of communes, wards, and special zones" in the title and note number 4 of Form No. 03 in the Appendix; remove the phrase "Directing People's Committees at commune level" at Clause 3, Article 10 of Circular 29.

Parents hope that the management of extra teaching and learning will continue to be closely monitored, not 'kidnapped and abandoned'.

From February 14, 2025, Circular 29 regulating extra teaching and learning of the Ministry of Education and Training officially takes effect. According to the circulars of the Ministry of Education and Training, in addition to the management responsibilities of the Provincial People's Committee, the Department of Education and Training, and the Commune People's Committee, the management of extra teaching and learning is also the responsibility of the principals of educational institutions and extra teaching and learning establishments.

From July 1, 2025, when the two-level local government is applied nationwide, parents hope that the management of extra teaching and learning according to regulations will continue to be closely monitored, not lax, and not "kidnapping and abandoning the disc".

At the same time, it is necessary to strictly implement the inspection, examination and handling of violations as clearly stated in Circular 29: "Additional teaching and learning activities are subject to inspection by state inspection agencies according to the provisions of law; Additional teaching and learning activities are subject to inspection by education management agencies and state management agencies at all levels according to decentralization".

And "Schools, tutoring facilities, organizations and individuals who violate regulations on tutoring and learning, depending on the nature and severity of the violation, will be handled according to the provisions of law; Heads of agencies, organizations and units whose officials, civil servants and public employees violate regulations on tutoring and learning, depending on the nature and severity of the violation, will be handled according to the provisions of law."
