On the afternoon of September 23, Prime Minister Pham Minh Chinh signed Official Dispatch No. 171/CD-TTg directing the focus on implementing response work for storm No. 9 (super storm Ragasa).

Super typhoon No. 9 has very strong intensity at sea, very wide range of strong winds, waves over 10m high, rough seas, especially dangerous for ships operating in the North East Sea area, the storm can cause heavy rain in the Northern provinces and Thanh Hoa, Nghe An with rainfall of about 150-250 mm, locally over 400 mm, risk of flash floods, landslides, affecting the safety of dams, flooding in urban areas and low-lying areas.

Right after storm No. 9, there is a risk that storm No. 10 will continue to move into the East Sea, potentially directly impacting our country's sea and land areas, affecting production activities at sea.

To proactively respond to storm No. 9, the Prime Minister requested relevant ministries, branches and localities to resolutely respond to storm No. 9, not to be negligent or subjective; to deploy measures to respond to storm No. 9 with the most drastic spirit, proactively respond at the highest level, anticipate the worst scenario, and not be passive or surprised.

The Secretaries and Chairmen of the People's Committees of relevant provinces and cities, especially coastal localities from Quang Ninh to Thanh Hoa (where strong winds are forecasted to occur), focus on leading and directing the implementation of measures to respond to the super storm, including ensuring the safety of people's lives, especially the elderly, children, students, and other vulnerable groups.

Localities ensure safety for vessels operating at sea and in coastal areas (including means of exploitation and fishing, transport vessels, tourist vessels, etc.), activities at sea, on islands, in coastal areas and inland.

The Minister of Agriculture and Environment directed the forecasting and provision of the most complete, timely and accurate information on the developments and impacts of the storm, warning of the worst possible scenario (including the risk of storm No. 10 appearing in the East Sea right after storm No. 9 makes landfall) so that authorities and people know and proactively deploy appropriate and effective response work.

The Prime Minister paid special attention to ensuring safety for transportation and tourism activities at sea and along the coast.

Also on the afternoon of September 23, in Hanoi, Deputy Prime Minister Tran Hong Ha chaired a direct and online meeting with members of the National Civil Defense Command and leaders of the People's Committees of the provinces of Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, and Ha Tinh on plans to respond to super typhoon Ragasa.

Reporting at the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep informed that the latest forecasts of world meteorological agencies are currently consistent with Vietnam's forecast, storm No. 9 when entering the Gulf of Tonkin will only be level 10, gusting to level 12, and when making landfall it may decrease to level 8, gusting to level 11-12.

Although the storm weakened when it reached land, it was still very strong at sea. Localities must set the highest warning level, restricting boats from going out to sea, especially long-term fishing boats; aquaculture activities on 160,000 hectares of sea surface need to be protected; people should harvest early to reduce damage.

According to Mr. Nguyen Hoang Hiep, although it has been weakened, storm No. 9 can cause roofs to be blown off and trees to fall. Localities, especially Quang Ninh and Hai Phong, need to continue to reinforce houses, trim trees, and brace structures. When the storm comes ashore, combined with cold air, it will cause many dangerous thunderstorms on September 25 and 26, which cannot be accurately predicted. Therefore, it is absolutely necessary to ensure the safety of tourists and not let them stay on boats when the weather is bad.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the principle of responding to storms is "no storm is mild", because each storm is accompanied by many abnormal factors, affecting before, during and after making landfall. Although it has been downgraded, storm No. 9 still has the potential for tornadoes, heavy rains, and safety risks, so meteorological agencies must strengthen forecasts with images and easy-to-understand warning information so that people can clearly understand and proactively prevent it.

Noting that after storm No. 9 there is a possibility of a new tropical depression or storm appearing, the Deputy Prime Minister requested ministries, branches and localities to immediately prepare further response plans.
