Currently, investment projects, construction needs, and land use conversion in Hong Phong commune (Bac Binh) cannot be implemented. The reason is that the entire land area of the commune is in the titanium reserve planning area according to Decision No. 1127/QD-TTg dated November 1, 2023 of the Prime Minister on approving the National Mineral Reserve Area.
After reviewing the difficult, complicated, and sensitive issues, the People's Committee of Bac Binh district recently sent a proposal to the Department of Planning and Investment of Binh Thuan province to the competent authority to consider removing the entire land area of Hong Phong commune, Bac Binh district, and some locations in Bac Binh district (residential areas, industrial development areas, commercial services, tourism, etc.) from the national titanium reserve area.
The reason mentioned is that currently, investment projects, construction needs, and land use conversion in Hong Phong commune cannot be implemented because they are within the titanium reserve planning area according to Decision No. 1127/QD-TTg dated November 1, 2023 of the Prime Minister on approving the National Mineral Reserve Area.
It is known that Hong Phong commune has a total natural area of 8,816 hectares, of which the total agricultural land area is over 7,700 hectares. The total non-agricultural land area is 927.86 hectares, the total unused land area is 159.14 hectares. All of the above areas are consistent with the land use planning for the period 2021 - 2030, with a vision to 2050 of Bac Binh district, approved by the People's Committee of Binh Thuan province in Decision No. 199/QD-UBND dated January 30, 2023 on approving the land use planning for the period 2021 - 2030 with a vision to 2050 of Bac Binh district; Decision 1678/QD-UBND dated March 30, 2023 of the People's Committee of Bac Binh district approving the general construction planning of Hong Phong commune, Bac Binh district; Decision No. 545/QD/UBND dated March 18, 2024 on approving the 2024 land use plan of Bac Binh district. However, the entire above-mentioned area is located in the National Mineral Reserve area.
According to Mr. Ha Trung Nghiem - Chairman of the People's Committee of Hong Phong Commune (Bac Binh District), the People's Committee of the commune is currently facing many difficulties in managing and resolving local affairs as well as the needs and interests of the people. Specifically, it is not possible to change the purpose of land to rural residential land because the land is located in the National Mineral Reserve area. It is not possible to carry out investments in the construction of public works, housing, traffic, and works that meet the standards of advanced new rural areas in the commune in accordance with the general construction planning of the locality.
In addition, it has not attracted investors to the locality in particular and the province in general in the spirit of Resolution No. 06-NQ/DH, dated October 16, 2020 of the Binh Thuan Provincial Party Congress, term 2020 - 2025 on developing three economic pillars: industry, tourism, and agriculture. Therefore, the People's Committee of Hong Phong commune proposed and proposed to competent authorities to consider removing all areas of Hong Phong commune from the National Mineral Reserve area. Thereby, creating conditions for local socio-economic development in the coming time, as well as creating favorable conditions for people to convert land use purposes to suitable rural residential land when needed and facilitating investment in the construction of public works, housing, business and service works, etc.
Regarding this issue, at the meeting with National Assembly delegate (NAD) Bo Thi Xuan Linh on July 5, 2024, voters of Hong Phong commune had many opinions and recommendations about the difficulties and problems in the national mineral reserve area, affecting the rights of the people.
Responding to voters' opinions, the provincial National Assembly Delegate said that the concerns of local people are legitimate. At the same time, he said that the province has been paying much attention to this issue. The opinions of voters and the proposals and recommendations of the district will be recorded, accepted and commented on by the provincial National Assembly Delegation at relevant meetings and submitted to competent authorities.
