The 7th session of the 15th National Assembly, Provincial National Assembly deputies participated in the discussion in the Group on the contents of salary reform.

On the afternoon of June 25, continuing the 7th Session, the National Assembly discussed in Groups on: Salary reform contents; adjustment of pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024; debt repayment extension plan for refinancing loans according to Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly. Vice Chairwoman of the National Assembly Nguyen Thi Thanh and National Assembly deputies of Ninh Binh province participated in the discussion in Group 12 with the delegations of National Assembly deputies of the provinces: Quang Binh , Hung Yen, Ninh Thuan.

Speaking at the discussion in the Group, Vice Chairwoman of the National Assembly Nguyen Thi Thanh (National Assembly Delegation of Ninh Binh province) emphasized: The Government proposed solutions to adjust salaries, pensions, social insurance benefits, preferential benefits for meritorious people and social benefits according to the viewpoints and principles of closely following the Party's guidelines in Resolution No. 27-NQ/TW, Resolution No. 28-NQ/TW, Resolution No. 42-NQ/TW and legal provisions to implement salary reform and related policies according to a suitable, step-by-step, cautious and certain roadmap, ensuring feasibility, efficiency and affordability of the State budget; ensuring a balanced, fair and equal correlation between salary and benefit beneficiaries, creating motivation to improve productivity and work efficiency, contributing to the country's socio -economic development.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh (National Assembly Delegation of Ninh Binh province) spoke at the discussion session on the afternoon of June 25.

The Vice Chairman of the National Assembly also informed about solutions to ensure resources for stable, long-term and effective implementation of policies. He emphasized: The Government proposed to increase the basic salary by 30% from 1.8 to 2.34 million VND/month; increase the current pension and social insurance benefits by 15%; and supplement the public sector bonus fund by 10% of the basic salary fund.

The preferential allowance for meritorious people increased by 35.7% from 2,055 to 2,789 million VND/month; the social assistance standard increased by 38.9% from 360,000 VND to 500,000 VND/month; the regional minimum wage increased by 6%. In the current conditions, especially after the COVID-19 pandemic, many countries are still facing difficulties, so increasing wages is a great effort of the Party, the National Assembly, the Government and the Government's proposed salary increase is the optimal solution. He suggested that National Assembly deputies should step up propaganda to create social consensus.

Earlier, in the morning program, delegates discussed in the hall the draft Law on Notarization (amended). Through their speeches, the majority of National Assembly delegates expressed high consensus on the need to comprehensively amend the Law on Notarization to promptly overcome the shortcomings and limitations of the current Law.

In addition, the delegates also contributed many specific, frank, enthusiastic, practical opinions and proposed many amendments. Accordingly, some delegates suggested that it is necessary to study and supplement regulations on the title of notary assistant; consider and carefully calculate the regulations on the type of notary practice organization; consider the proposal to expand the scope of notarized real estate transactions regardless of administrative boundaries; consider allowing the establishment of a notary office owned by one member according to the private enterprise model to overcome shortcomings in economically disadvantaged localities, remote areas; it is necessary to clearly define the responsibility of the translator for the authenticity and legality of the translated content...

On the same day, the National Assembly considered and voted to approve the adjustment of the Program of the 7th Session of the 15th National Assembly; voted to approve the Resolution approving the document of accession of the United Kingdom of Great Britain and Northern Ireland to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). The National Assembly also carried out personnel work within its authority.
