(Dan Tri) - Hong Duc University, Thanh Hoa province has just announced the reason for increasing tuition fees at a multi-level public high school of this unit.
Recently, many parents whose children study at Hong Duc Primary - Secondary & High School (belonging to Hong Duc University), Thanh Hoa province have questioned the tuition fees here, which are somewhat higher than those of public schools in the area.
Specifically, for the 2024-2025 school year, the school announced temporary tuition collection, including 750,000 VND/month for primary school; 800,000 VND/month for secondary school; and nearly 1.1 million VND/month for high school.

Speaking with Dan Tri reporter, Associate Professor, Dr. Dau Ba Thin, Vice Principal of Hong Duc University, said that Hong Duc Primary - Secondary & High School is a multi-level public general education institution, operating under a mechanism of autonomous regular expenditure, with legal status, its own account and seal.
The school's tuition fees are based on student numbers, teacher quotas, and current legal regulations. The above-mentioned provisional tuition fees have been announced to parents at the beginning of the school year and have received their consent.
"Because the state budget does not provide operating funds, the school must balance investment in facilities, salaries, and professional expertise from tuition fees and support from Hong Duc University," said Mr. Thin.
According to Mr. Thin, in the 2024-2025 school year, in accordance with Decree No. 97/2023/NDCP, Hong Duc Primary - Secondary & High School will establish tuition fees based on economic - technical norms and cost norms, submit to the People's Committee, and propose to the Thanh Hoa Provincial People's Council for consideration and approval.
"While waiting for the authorities to issue an official decision on the collection rate, the school has announced a temporary collection of tuition fees for the 2024-2025 school year. After the official decision is made, if the collection rate is lower, the school will refund it, and if it is higher, parents will have to pay more," Mr. Thin emphasized.

Mr. Thin also added that last June, the school submitted a document to the People's Committee of Thanh Hoa province requesting to develop a Resolution on tuition fees for all levels at Hong Duc Primary - Secondary & High School.
After discussion, the relevant departments and branches agreed to consult the Ministry of Education and Training (MOET) on the implementation process before advising the Provincial People's Committee on the school's tuition fees.
On October 30, the Ministry of Education and Training issued an official dispatch responding to the implementation of tuition collection for Hong Duc Primary - Secondary & High School.
Accordingly, the Ministry of Education and Training requested the Department of Education and Training of Thanh Hoa to coordinate with relevant units to advise the Provincial People's Committee, direct Hong Duc Primary - Secondary and High School to develop a financial autonomy plan, report to Hong Duc University for appraisal and approval according to regulations.
Then, the Department of Education and Training reported to the Provincial People's Committee to submit to the Thanh Hoa Provincial People's Council to approve the tuition fees of Hong Duc Primary - Secondary & High School according to the authority and regulations of the law.
