Mong Cai: Unanimously determined to streamline organization and apparatus

Implementing the policy of the Government and the province, Mong Cai City is urgently carrying out a "revolution" in arranging and streamlining the organizational apparatus to ensure the construction of an effective and efficient apparatus. Thereby creating trust for the people and businesses to join hands with the city government to successfully implement the set growth targets.

The Propaganda Department of Mong Cai City Party Committee organized to disseminate the policy on streamlining the organizational apparatus to cadres and civil servants in the agency.

Closely following the content of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" and Project 25, Resolution No. 19-NQ/TU of the Provincial Party Committee, recently the Standing Committee and the Party Executive Committee of Mong Cai City have focused on leading and directing the resolute reorganization of the apparatus and streamlining of staff.

Compared to the time of starting to implement Resolution 18-NQ/TW, Mong Cai City has reduced 7 branches and grassroots party committees; reduced 3 public service units, 17 health sector focal points, 16 schools; reduced 1 ward and 1 residential area. Regarding the payroll, 9 Party and mass organization staff have been reduced (12%); 32 government officials have been reduced (26%); 111 people receiving salaries from the state budget have been reduced (8%); 20 commune-level officials and civil servants have been reduced (5%). The city's political system has been gradually streamlined, especially the number of focal points within agencies and units and the number of leaders and staff have been significantly reduced.

Through the achievements and to meet the development requirements in the new situation, on December 30, 2024, Mong Cai was the first locality in the province to announce the Decision to establish the Party Committee of the Party, mass organizations, People's Council, judiciary and the City Government Party Committee on the basis of merging 8 subordinate Party cells. Regarding the Party agencies, Mong Cai City has studied the merger of the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department.

Head of the Propaganda Department of Mong Cai City Party Committee Nguyen Thi Ninh said: Basically, the Propaganda Department of the City Party Committee and the Mass Mobilization Department of the City Party Committee have many similarities in terms of functions and tasks in propaganda, mobilization, education and persuasion. Therefore, the merger of the two departments is necessary, both to meet the requirements of the assigned tasks and to ensure unity in leadership and direction, and at the same time to enhance the role and effectiveness of the Party Committee's leadership, and to promote the capacity of the staff and civil servants. After the merger, the staff and civil servants of the new agency will continue to uphold the spirit of solidarity, do a good job of orienting cadres, party members and people, in order to create synchronization and unity in the entire Party Committee and locality.

The staff of the Department of Labor, Invalids and Social Affairs of Mong Cai City is ready to embark on new tasks immediately after merging with other agencies and units.

Regarding 12 specialized agencies and public service units under the City People's Committee, according to the arrangement and streamlining plan, Mong Cai will merge the Department of Natural Resources and Environment and the Department of Economics; merge the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs. In addition to some functions and tasks that will be merged, some functions and tasks of the Department of Economics and the Department of Labor, Invalids and Social Affairs will be transferred to other specialized departments (Department of Education and Training, Department of Health, Office of the City People's Council - People's Committee, Social Protection Center).

For public service units, the city will merge Vinh Thuc Primary School into Vinh Thuc Secondary School to form Vinh Thuc Primary and Secondary School; merge Hong Ha Kindergarten into Ninh Duong Kindergarten. At the same time, all activities of city-level steering committees will be terminated, only retaining steering committees with necessary functions and tasks.

Thus, with the proposed arrangement and streamlining plan, Mong Cai City will reduce 1 Party bloc focal point, 2 People's Committee bloc focal points and 2 schools. Thereby, ensuring synchronization of the organizational apparatus from the Central to the local level, without overlapping or duplication of functions and tasks between agencies and units.

Sharing about the city's determination, Mong Cai City Party Secretary Hoang Ba Nam affirmed: In implementing all tasks, the city always determines that everything is for the common goal and puts the interests of local development first. In particular, the lessons learned in implementing Project 25 and Resolution 18-NQ/TW have helped the city to have thorough preparation from surveying, evaluating, building programs and plans, associated with a specific implementation roadmap, ensuring feasibility. For this time of restructuring and streamlining the apparatus, the city determined the principle of needing to do it quickly, do it early, create a clear and consensus mindset in each individual and collective, to both implement in accordance with the direction of the Central Government, but not to interrupt work. Especially in simultaneously implementing two tasks: making a breakthrough in economic development, creating momentum for the new term and preparing for party congresses at all levels.

With the spirit of solidarity and unanimity in the entire political system, Mong Cai City will continue to complete the work of reorganizing and streamlining the apparatus soon, creating a solid foundation for the province and the country to develop strongly in the era of national growth.
