Some experiences in site clearance work in Hai Lang

Compensation and site clearance support work has always received the attention of provincial leaders, the support of departments, branches, and the consensus of the people, so from 2015 up to now, Hai Lang district has basically handed over the site to investors on time to build projects in the district.

However, in addition to the achieved results, there are still some difficulties in the work of land acquisition and clearance, such as many land plots have not been granted land use right certificates, making it difficult to determine the time, origin, and usage process to apply land compensation and support policies in accordance with legal regulations. Land records established over time have many errors, are incomplete, and are not consistent with the current land use status, so it is difficult to prepare compensation, support, and land recovery records.

Propaganda and mobilization work among the people in some localities encountered many difficulties because many people deliberately obstructed the land recovery process, refused to hand over the site when the land recovery decision was made, and in some cases, they received money but refused to hand over the site. In some cases, they were repeatedly propagandized and mobilized but resolutely refused to accept compensation and support for site clearance.

Recently, in order to avoid delays in handing over clean land to investors for the Quang Tri Industrial Park project (phase 1) and My Thuy Port (phase 1), Hai Lang district has implemented synchronous solutions to improve the site clearance work. Currently, the Quang Tri Industrial Park project has completed site clearance on an area of 96.01 hectares related to land and assets of hundreds of households, including 39 houses and 439 tombs with a total compensation cost of more than 122 billion VND and the project was started on December 15, 2023.

My Thuy Port Area Project has completed phase 1 of site clearance with an area of 125.49 hectares, the total compensation and support payment for people is 97.32 billion VND, ensuring site conditions for investors to implement construction from March 25, 2024.

Mr. Cai Quoc Quan, Head of Tan Xuan Tho village, Hai Truong commune, said that the people are very excited and agree with the project construction policy, because after the Industrial Park comes into operation, it will create jobs, increase income for people as well as contribute to the state budget, so the village actively participates with all levels and sectors to do a good job of site clearance.

Sharing the same view with Mr. Quan, Chairman of the Vietnam Fatherland Front Committee of Hai Truong Commune Truong Minh Thanh hopes that Quang Tri Industrial Park will soon come into operation to create a driving force for economic development for Hai Lang District in particular and Quang Tri Province in general. With that meaning, in the past time, the Party Committee and the government of Hai Truong Commune have worked with the highest sense of responsibility to carry out land acquisition and clearance work in accordance with the law, meeting the legitimate aspirations of the people in the project area.

Sharing about this issue, Standing Deputy Secretary of Hai Lang District Party Committee Hoang Thi Phuong Nam said that in order to achieve progress and create consensus among the people, the Party Committee, the government and the entire political system of Hai Lang district always flexibly apply President Ho Chi Minh's thoughts in implementing site clearance work. Thereby, focusing on being close to the people, respecting and resolving the legitimate rights of the people and promoting the exemplary role of cadres and party members in the project area.

Hai Lang district established a Steering Committee for Land Acquisition and Clearance headed by the Secretary of the District Party Committee; a District-level Propaganda and Mobilization Committee headed by the Standing Deputy Secretary of the District Party Committee, and at the same time directed each project and work to establish a propaganda and mobilization team with appropriate members according to the hierarchy. The team members must have a firm grasp of the project's content, clearly understand the areas that need to be mobilized and persuaded to implement.

Accordingly, the organization of propaganda and mobilization work for people follows the motto "go to every alley - knock on every door - check every object", "each object, each method"... at the same time, taking advantage of the opinions of the elderly, prestigious people, core forces in the locality as well as promoting the exemplary role of cadres, civil servants, and party members in implementing land acquisition.

Along with that, in the process of directing the implementation of the land acquisition work, it is necessary to follow the correct order and procedures, comply with the Land Law and other relevant legal provisions from the planning stage, planning announcement, land acquisition policy to the review, preparation of land acquisition records, inventory, preparation and appraisal of compensation plans, support for land acquisition as well as resettlement work, handover of the site to the construction unit, management of the cleared boundary markers. In particular, determining the inventory and preparation of accurate compensation plans and publicizing the results of measurement, inventory, compensation plans, promptly resolving people's petitions.

On the other hand, regularly check and closely monitor the process of measuring, determining area, land type, land plot, establishing land acquisition records, resolutely not allowing cases of intentionally falsifying records for personal gain. After the plan is approved, pay the people quickly, promptly, publicly and transparently, helping people have resources to soon stabilize their lives after land acquisition.

Ms. Hoang Thi Phuong Nam shared that there are many lessons learned from the land acquisition and clearance work in Hai Lang, but among them, it is necessary to mention that the levels and sectors in the district have truly cared about the interests of the people. If the state's regulations on compensation and support for land acquisition and clearance have been applied to the maximum level but the people are still disadvantaged, then other regulations and other sources of support must be studied and applied. When people see the concern and concern for the people of the Party Committee and the government, it will create trust, consensus and unanimity.

To do that, the District Party Committee, People's Council, and People's Committee of Hai Lang district regularly follow Uncle Ho's teaching: "Don't be afraid of shortage, just be afraid of unfairness", so publicity, fairness, and transparency are the top important requirements in compensation for land acquisition and clearance. Accordingly, in the work of land acquisition and clearance, it is necessary to determine the level of compensation and support accurately, without errors, to avoid benefiting one person and disadvantageous to another, thereby causing suspicion, reducing the trust of the people, which will have an adverse effect on the work of land acquisition and clearance.
