Nghe An: Proposing that communes and wards have not approved plans to mobilize educational funding

GD&TĐ - Nghe An Department of Education and Training requested the People's Committee Chairmen of communes and wards not to approve plans to mobilize funding for educational institutions in the area.

Nghe An Department of Education and Training has just issued a document on coordinating direction and implementation of a number of tasks at the beginning of the school year and management, revenue and expenditure work for the 2025-2026 school year.

Accordingly, the Department of Education and Training of Nghe An requested the People's Committees of communes and wards to direct schools to strictly implement the guidance on revenue and expenditure management for the 2025-2026 school year.

In particular, at the beginning of the new school year, when the scale of schools, number of students, classrooms, needs for facilities... are not yet stable, the Nghe An Department of Education and Training requested the Chairmen of the People's Committees of communes and wards not to approve the plan to mobilize funding for educational institutions in the area under their management.

At the same time, educational institutions are not allowed to arbitrarily mobilize, receive, or implement sponsorships or contributions in any form.

In order to promptly rectify and thoroughly handle cases of illegal revenue and expenditure in schools (if any), the education sector also requested wards and communes to continue to pay attention to directing relevant departments to strengthen inspection and supervision of the implementation of revenue and expenditure for the 2025-2026 school year. Resolutely and strictly handle groups and individuals who deliberately violate State regulations, disseminate incorrect policies, or set up revenue collections that are contrary to current regulations.

This is the first school year of implementing the two-level local government. To complete the above key objectives, creating a stable teaching and learning system in educational institutions in accordance with the actual management of the two-level local government, the Department of Education and Training of Nghe An also requested the communes and wards to direct educational institutions in the area, focusing on synchronously implementing major policies of the Party and State to fundamentally, comprehensively and sustainably innovate education and training. Especially Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

In particular, mobilizing all resources, ensuring suitable land funds to build schools and classrooms, especially adding schools and classrooms to implement universal preschool education for children from 3 to 5 years old.

At the same time, synchronous solutions will be implemented and all resources will continue to be mobilized to promptly build new and repair schools that were severely damaged by recent storms No. 3 and No. 5.

Previously, the Department of Education and Training of Nghe An issued instructions on revenue and expenditure management for the 2025-2026 school year at public educational institutions in the province.

In addition to the prescribed fees, some service fees to support the school's educational activities are only allowed to be collected based on the needs of students and with the consent of parents and the actual situation at the unit.

Service revenues include: Teaching 2 sessions/day at educational institutions; organizing boarding in public educational institutions; caring for and nurturing children in public educational institutions on holidays and summer days; enhanced educational programs and activities and services for students.

Voluntary revenues and expenditures include funding for educational institutions (socialized revenues), operating expenses of the Parents' Representative Board, Youth Union Fund, and Pioneer Fund.
