Teachers offer advice on putting Resolution 71 into practice soon

Based on practical experience, teachers proposed many solutions to soon put the resolution into practice, bringing high value and efficiency.

In order for Resolution 71-NQ/TW of the Politburo on breakthrough in education and training development (Resolution 71) to soon come into life and be effectively implemented, there needs to be synchronous, drastic and practical solutions from the central to local levels, from management agencies to each educational institution.

In addition, it is necessary to specify clear and synchronous legal policies. To do so, it is necessary to review, amend and promulgate new laws, decrees and circulars to institutionalize the contents of the Resolution, especially on financial mechanisms for non-public education, educational autonomy and accountability, special mechanisms to attract talent, teacher salary reform, etc. This creates a transparent and solid legal corridor for the implementation process.

On the other hand, increase budget investment and mobilize socialization. Allocate public budget effectively, prioritize breakthroughs; issue mechanisms to encourage businesses and individuals to invest in education such as: credit incentives, investment guarantees, public-private partnerships; Support non-profit private schools to access preferential loans, clean land, and cheap public services. This will solve the problem of lack of resources, promote investment in quality education.

Along with that, decentralization and real autonomy should be promoted. Accordingly, it is necessary to give more power to educational institutions regarding enrollment, recruitment, program development, international cooperation, and finance.

At the same time, establish a transparent monitoring and inspection mechanism associated with accountability. This stimulates initiative and creativity in each educational institution, maximizing the resources of each locality.

It is also necessary to develop and improve the quality of the teaching staff. There is a roadmap to reform salaries and benefits for teachers. Build a flexible system of regular training and development through online and lifelong learning. Improve the work of evaluating and classifying teachers according to their capacity and actual results.

Promoting digital transformation and innovation in educational technology is also an important solution to soon bring Resolution 71 into life. Accordingly, it is necessary to complete the technological infrastructure for schools, promote digital transformation, build a national lifelong learning platform associated with a nationwide open learning resource warehouse. This will increase teaching and learning efficiency, personalize learning, and narrow regional gaps.

In particular, it is necessary to communicate strongly and create a high consensus among the whole society. To do so, it is necessary to strengthen communication to clearly explain the content, goals, and benefits of Resolution 71 to each citizen, teacher, student, parent, etc. This will create trust and consensus to speed up the implementation progress.

In order for Resolution 71-NQ/TW to quickly come into effect, in my opinion, the following solutions can be implemented:

Firstly, the Ministry of Education and Training needs to submit to the National Assembly amendments and supplements to a number of relevant laws, including the Law on Education, to comply with the new requirements set forth in the resolution.

Second, the Government needs to quickly concretize the resolution's content into specific, feasible policies, linked with a roadmap and specific monitoring mechanisms.

Third, allocating sufficient resources for implementation is key. The government needs to ensure the budget from the 2025-2026 school year so that the policy can be put into practice soon and bring about practical results.

With the spirit of breakthrough and high political determination, I believe Resolution 71 will create a new vitality, adding more motivation to the education cause, so that education can truly become a top national policy, contributing decisively to the sustainable development of the country.

Resolution 71 was born at a time when the country was undergoing rapid and strong transformation when implementing a two-tier local government. Together with the Law on Teachers, the Resolution is expected to breathe new life and bring excitement to the teaching staff.

In order for Resolution 71 to come into effect soon, it is necessary to first make a breakthrough in management thinking. In fact, many guiding viewpoints in the Resolution have been present in previous Resolutions of the Party.

However, in practice, the education sector still faces many difficulties and challenges. In terms of management, general education institutions currently have too little authority, so they are passive and wait.

To effectively implement Resolution 71 in the context of two-level local government, it is necessary to increase autonomy and self-responsibility for educational institutions even more.
