On the afternoon of July 17, Vice Chairman of Lam Dong Provincial People's Committee Dinh Van Tuan led the provincial working delegation to inspect the operation and organization of the commune-level government apparatus after the arrangement in Gia Hiep, Bao Thuan and Di Linh communes.

At the communes, local leaders reported on the operational situation; preparation of facilities, equipment, and transmission lines; direction and management of the government apparatus. Assignment of tasks to carry out tasks related to the functions and duties of the commune-level government; results of implementation in various fields; and state management in the area.

The two-level local authorities in the three communes have basically fully performed their assigned functions and tasks according to the provisions of law, ensuring smooth direction and administration from the province to the grassroots, contributing to promoting socio -economic development and ensuring national defense and security in the locality.

In particular, the two-level local government model has received the approval and satisfaction of people and businesses when they come to the Public Administration Service Center to carry out administrative procedures. The People's Committees of communes have arranged for civil servants of the Public Administration Service Center (Center) and civil servants of specialized departments to be on duty regularly to receive and process documents for individuals and organizations.

In Gia Hiep commune, from July 9 to July 12, the Commune Public Administration Service Center received 182 records, of which 54 records were resolved. In Bao Thuan commune, the Public Administration Service Center received 153 records, of which 86 records were resolved. In Di Linh commune, from July 1 to 16, the Public Administration Service Center received 991 records, of which 439 records were resolved.

In addition to the achieved results, the leaders of the People's Committees of the three communes pointed out difficulties and problems in terms of infrastructure and human resources in the process of operating the new commune government. Many contents have just been approached by the civil servants, so the advisory work has not been proactive and timely.

Representatives of the Department of Home Affairs answered questions related to personnel issues and resolved policies and regimes.

The province organizes training courses to improve professional capacity, management and operational skills for commune officials; has specific instructions on land; directs the synchronous implementation of databases between sectors and fields...

Representatives of the Department of Science and Technology answered comments and suggestions from localities related to network infrastructure and software for performing administrative procedures.

In response to the recommendations and proposals of the leaders of the three communes, the leaders of relevant departments and branches had specific answers, instructions, shares and exchanges to work with the localities to resolve the difficulties and problems they are facing.

Concluding the working session, Vice Chairman of the Provincial People's Committee Dinh Van Tuan highly appreciated the efforts, responsibility and high determination of the staff, civil servants and public employees of the three communes of Gia Hiep, Bao Thuan and Di Linh to gradually overcome difficulties, make efforts to arrange the new commune apparatus to operate relatively effectively, basically meeting the initial requirements.

Acknowledging and sharing the difficulties and problems that the three communes are facing, comrade Dinh Van Tuan requested that localities promptly report in a specific, complete and detailed manner so that the province can promptly guide solutions and soon stabilize.

Regarding the tasks in the coming time, the Vice Chairman of the Provincial People's Committee requested localities to soon stabilize their organizational apparatus, assign specific tasks, clearly identify people and tasks. The leaders of the 3 communes must clearly understand the instructions of the Central and the province to implement activities and operate the government apparatus in accordance with regulations.

Localities should review, evaluate, and properly manage facilities and equipment, and avoid wasting public assets after the merger; in particular, prioritizing the arrangement and expansion of the Public Administration Service Center, ensuring effective operation and good service to the people.
