(Chinhphu.vn) - On the morning of July 22, when storm No. 3 (storm Wipha) began to make landfall in the coastal provinces of Hung Yen and Ninh Binh, Deputy Prime Minister Tran Hong Ha and the Central working delegation inspected storm prevention and control work at some key points in Thanh Hoa province, including the anti-erosion embankment works on both sides of Van Ha bridge, Ngoc Quang sluice (Xuan Lap commune) and Cua Dat irrigation reservoir.

Don't be passive when heavy rain lasts for a long time.

Inspecting the embankment project to prevent landslides on the right and left sides of Chu River in the Van Ha bridge area, the Deputy Prime Minister acknowledged the efforts of the locality and construction units in completing the project on schedule, contributing to ensuring traffic infrastructure safety and preventing natural disasters in the area.

The project to prevent landslides on the right and left of Chu River in the Van Ha bridge area has a total length of about 7.8 km, with a total investment of more than 200 billion VND. It has been deployed since December 2023 and has basically completed the main items. This is a location where serious landslides have occurred, directly affecting the Van Ha bridge pier and neighboring residential areas. Completing the embankment on both banks not only protects the bridge structure but also helps stabilize the flow and prevent landslide risks during the rainy and stormy season.

At Ngoc Quang culvert (Xuan Lap commune), where there has been water seepage, the locality has reserved about 1,000 m³ of fill soil, mechanical vehicles and is ready to mobilize about 200 people to handle the incident immediately if it occurs.

The Deputy Prime Minister emphasized that this is a high-risk location and requires regular inspection and 24/7 on-duty during storms and prolonged heavy rains, and adequate preparation of materials and human resources for timely response.

At Cua Dat Lake, an important irrigation and hydroelectric project in the upper Chu River with a capacity of 1.4 billion m3, a representative of the management and operation unit said that according to the calculation of an extreme scenario with rainfall of about 400-500mm, the current water level of Cua Dat Lake could reach 104m, while the normal water level is 110m.

However, with the possibility of heavy rain at the weekend, early regulation options are being considered.

Water data from upstream flowing into Cua Dat Lake, including Hua Na Hydropower Plant (Laos), is being monitored and updated continuously. Thanh Hoa Province also organizes centralized direction to ensure that monitoring and forecasting data are updated continuously and online, serving the work of natural disaster prevention and control.

The Deputy Prime Minister requested that specialized agencies closely monitor the rain and flow situation into the lake from the basin, especially the upstream area in Laos.

Regarding the operating principles, the Deputy Prime Minister stated that although the reservoir operation system is modern, units must be highly focused and proactively regulate early to minimize damage in the context of increasingly unpredictable rains and floods.

Besides, having a firm grasp of rain forecast information and water basin distribution is a key factor in making appropriate regulation decisions, avoiding passivity and damage.

Proactive, flexible, timely change of focus

Speaking to Thanh Hoa province leaders at the checkpoints, the Deputy Prime Minister said that according to continuously updated information, after making landfall, storm No. 3 has reduced its wind and gust strength. The focus of response now must shift to the issue of heavy rain - especially prolonged heavy rain, which may continue today and tomorrow. In particular, special attention should be paid to lakes, dams, reservoirs, especially large lakes. These are places with potential risks of incidents when rainfall exceeds the threshold.

In addition, areas at risk of landslides, flash floods and flash floods must also be carefully checked. The Deputy Prime Minister requested the leaders of Thanh Hoa province to directly inspect and assign control of key areas where dangerous situations may occur.

The Deputy Prime Minister noted that Thanh Hoa province needs to be proactive, flexible, and promptly shift its focus of direction to effectively respond to natural disaster situations, especially when Thanh Hoa and Northern Nghe An are identified as key areas of heavy rain due to the impact of storm No. 3. Special attention should be paid to monitoring and updating developments to provide timely direction.
