Parents are upset, many localities direct to handle illegal extra teaching

Most recently, the Department of Education and Training of Phu Tho province issued a document to rectify extra teaching and learning activities.

This content was issued after the Department of Education and Training of Phu Tho province received information from public opinion and parents of students in the province reflecting on a number of illegal extra teaching and learning phenomena that are widespread, causing overload and pressure on students.

The Department requires schools to fully, seriously, and effectively implement the official education program; organize serious, objective, and fair assessments to improve the quality of education in all subjects and reduce the pressure of extra classes; and absolutely not cut the program to teach extra classes.

Organizing extra classes in schools is based on the students' voluntary participation and the consent of their parents; forcing students to take extra classes in any form is strictly prohibited. Extra classes must be carried out in accordance with regulations, with quality and effectiveness.

School principals are responsible for managing staff and teachers of extra-curricular teaching units according to regulations (not allowed to organize extra-curricular teaching or learning outside of school but can participate in extra-curricular teaching outside of school; not allowed to teach extra-curricular teaching outside of school to students that teachers are teaching in the regular curriculum without permission from the head of the unit).

Strengthen the inspection, supervision and management of staff and teachers of the unit participating in extra teaching inside and outside the school according to regulations on extra teaching and related legal provisions.

Previously, the People's Committee of Phan Thiet City , Binh Thuan Province, issued an official dispatch directing the rectification of extra teaching and learning inside and outside of schools.

The document clearly stated that recently, some people have reported that the situation of primary and secondary school teachers organizing extra classes outside of school is still continuing despite the education sector having issued many documents directing, guiding, noting, and reminding.

Phan Thiet City People's Committee requests that the Department of Education and Training preside over and take responsibility for the management of extra teaching and learning in the city; strengthen inspection and rectification of extra teaching and learning inside and outside schools;

Directing schools in the city to develop teaching plans, plans to organize extracurricular activities, educational activities outside of class hours, and self-study activities, thereby helping students develop comprehensively in morality, intelligence, physique, and aesthetics.

For school principals, organizing extra teaching and learning activities in schools must follow the correct and complete procedures... according to regulations.

For the People's Committees of wards and communes, coordinate with the Department of Education and Training to strengthen inspection and handling of illegal tutoring and extra learning in the management area. Review and inspect locations for renting out tutoring and extra learning; facilities that organize illegal tutoring and extra learning to promptly correct and handle violations.

The People's Committee of Thai Binh City, Thai Binh Province also issued a document directing drastic management of extra teaching and learning, and strictly handling units and individuals who violate regulations on extra teaching and learning.

To resolve the issue, the City People's Committee leader requested the Department of Education and Training to preside over, advise, and organize implementation, avoiding the situation of not regularly checking to prevent violations. Plan regular and surprise inspections of extra teaching and learning outside of school.

At the same time, it is necessary to strengthen inspections of centers and places that organize extra classes; promptly handle units and individuals who violate the law. In particular, it is strictly forbidden for teachers to cut down the content of the curriculum in class to put pressure on parents to send their children to extra classes.

At the recent mid-term review conference of the first semester and the deployment of a number of key tasks of the sector in the coming time of the Department of Education and Training of Ha Tinh City, the leaders of the People's Committee of Ha Tinh City directed the dissemination of the situation of extra teaching and learning in the area.

At the conference, principals of schools in the area signed a commitment with the City People's Committee and industry leaders to not allow teachers and students to teach or study extra classes against regulations.

The Department of Education and Training will strengthen inspection and control work to strictly monitor extra teaching and learning activities in the area.

The Department of Education and Training of District 1, Ho Chi Minh City also issued a document strictly prohibiting teachers at schools in the area from giving extra classes in violation of Circular 17 of the Ministry of Education and Training.

In particular, regulations stipulate cases where extra teaching is not allowed, including extra teaching for students who have been organized by the school to study 2 sessions/day; extra teaching for primary school students, except for cases of training in arts, sports, and life skills training.

This unit emphasized that school principals must take direct responsibility for the management of extra teaching and learning by teachers at school.
