Regulations for transferring from old grade III junior high school teachers to new grade III?

I graduated from university in 2012, taught on contract at a secondary school since 2013 and was appointed to the staff in 2020. I applied to be transferred from the old Grade III Secondary School Teacher to the new Grade III but was rejected because I had not held the old rank for 9 years. May I ask, is this correct? The appointment of professional titles of junior high school teachers is implemented according to the provisions of Article 7 of Circular No. 03/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, standards of professional titles and appointment and salary arrangement for teaching staff in public junior high schools, which has been amended and supplemented in Clause 8, Article 3 of Circular No. 08/2023/TT-BGDDT dated April 14, 2023 of the Minister of Education and Training.

Accordingly, appointment to the professional title of Grade III Secondary School Teacher (code V.07.04.32) for Grade III Secondary School Teacher (code V.07.04.12) who meets the training standards of Grade III Secondary School Teacher (code V.07.04.32).

Standards on training level of Grade III Secondary School Teachers (code V.07.04.32) are implemented according to the provisions at Point a, Clause 3, Article 3 of Circular No. 03/2021/TT-BGDDT, specifically as follows:

“Have a bachelor's degree or higher in teacher training for junior high school teachers. In case the subject does not have enough teachers with a bachelor's degree in teacher training, they must have a bachelor's degree in a relevant major and a certificate of pedagogical training for junior high school teachers according to the program issued by the Minister of Education and Training”.

Based on the above regulations, if you meet the above training standards, you will be immediately transferred to the professional title of Grade III Secondary School Teacher (code V.07.04.32) without requiring you to have held the professional title of Grade III Secondary School Teacher (code V.07.04.12).
