Determined to achieve the target of achieving growth of 14% or more by 2025

On July 9, the Provincial Party Executive Committee held the 72nd conference to review and evaluate the situation and results of the first 6 months of the year; discuss directions and tasks for the last 6 months of 2025 and many other important contents. Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, chaired.

Delegates attending the conference unanimously assessed: In the first 6 months of 2025, the Executive Committee and the Standing Committee of the Provincial Party Committee focused on leading and directing the concretization of the resolutions, directives, and conclusions of the Central Committee and the 2025 work tasks in accordance with local realities. In particular, they focused on concretizing the conclusions of the Politburo and the Secretariat on reorganizing the apparatus of the political system, ensuring timeliness, urgency, and effectiveness.

The implementation of the annual working theme of "Breakthrough in economic development, creating momentum for the new term" has achieved positive results. The growth of gross regional domestic product (GRDP) in the first 6 months of the year is estimated to increase by 11.03%, ranking 3rd in the country. Of which, the industrial and construction sector is estimated to increase by 11.48%; the service sector is estimated to increase by 13.03%; the total number of tourists is estimated to reach 12.08 million, up 16% over the same period, total tourism revenue increased by 31%; export turnover increased by 15.2% over the same period. The agricultural, forestry and fishery sectors all achieved and exceeded the 6-month plan target. Total state budget revenue in the first 6 months is estimated at 30,057 billion VND, equal to 54% of the central budget estimate, equal to 52% of the provincial budget estimate, of which domestic revenue reached 21,100 billion VND, equal to 56% of the estimate. Disbursement of public investment capital reached 34.3% of the plan assigned at the beginning of the year, higher than the same period in 2024. In the first 6 months, the whole province also had 1,150 newly established enterprises, an increase of 22% over the same period. Attracting domestic and foreign investment capital was 13.4 times higher than the same period.

Cultural and social aspects are ensured. State management of planning, land, natural resources and environment is strengthened. Digital transformation and information technology application tasks are deployed on schedule. The whole province has organized peak periods of document editing and digitization, perfecting the information system for handling administrative procedures and enhancing the provision of online public services. National defense, security, border and island sovereignty are maintained, social order and safety are ensured, no sudden or unexpected incidents occur, traffic accidents and labor accidents are reduced in all three criteria. Foreign affairs activities are promoted and expanded.

Delegates also contributed many opinions to clarify difficulties and obstacles and proposed solutions to ensure growth targets according to the plan. In particular, it was proposed to focus on groups developing industrial production and construction, agricultural, forestry, fishery production, trade and services; promoting science and technology development, innovation, digital transformation; especially perfecting digital infrastructure; training digital human resources; having policies and mechanisms to create incentives to attract investment in digital economic development. Along with that, the province needs to continue to attract new investment projects to create new growth drivers, especially projects to develop green, clean and smart industries.

Some opinions suggest focusing on perfecting the organizational apparatus according to the 2-level local government model; at the same time, further strengthening decentralization and delegation of power to localities...

Concluding the conference, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, commended the positive results achieved in all areas in the province in the first 6 months of the year. However, he also frankly pointed out that some socio-economic indicators were still low, disbursement of public investment capital was slow, the progress of implementing new projects had not met the set plan; site clearance for some large projects was still stuck....

The Provincial Party Secretary emphasized: In the last 6 months of 2025, the tasks are very heavy. Therefore, the Party committees at all levels, branches and 54 communes, wards and special zones in the whole province need to be proactive, decisive and flexible in directing, operating and organizing the effective implementation of tasks and solutions to promote socio-economic development, ensure national defense and security, ensure the comprehensive completion of the goals and targets for the whole year of 2025, and strive for economic growth of 14% or more for the whole year.

In directing specific tasks, the Provincial Party Secretary requested to do a good job in building and rectifying the Party and the political system; constantly improve the leadership capacity and fighting strength of the Party; lead and direct to ensure the maintenance of stability and operational efficiency of agencies and units after the reorganization, absolutely not allowing work to be interrupted, especially in providing public services to people and businesses; strengthen administrative discipline, promote exemplary behavior and responsibility of leaders; resolutely overcome the situation of delay, avoidance, and shirking of responsibility; promote the spirit of self-awareness, promote the proactive and creative spirit of each cadre and party member.

The Provincial Party Secretary also requested to continue to lead and direct the preparation and organization of Party congresses at all levels towards the 14th National Party Congress according to the direction of the Central Committee and the plan of the province; complete the congresses of Party committees of communes, wards and special zones; carefully prepare documents, personnel and successfully organize the 16th Provincial Party Congress, term 2025 - 2030; promote the effective implementation of 4 important Resolutions of the Central Committee on breakthroughs in science and technology development, innovation and national digital transformation; on international integration in the new situation; on innovation in law-making and enforcement to meet the requirements of national development in the new era and promote private economic development.

Persisting in the growth target of 14% or more, the Provincial Party Secretary requested to continue to create breakthroughs in economic development, including renewing growth drivers; urgently completing investment projects, especially key construction investment projects; resolutely removing difficulties and obstacles for each project to promote disbursement of public investment capital; at the same time, focusing on attracting and supporting investors to implement new driving force projects, especially production projects in the fields of processing and manufacturing, science and technology, and digital transformation. Along with that, he requested to continue attracting investment projects to develop tourism, services, border trade, and seaports; focusing on completing projects to develop high-tech agricultural zones; completing the allocation of marine farming areas according to the planning to ensure publicity and transparency; implementing solutions to manage state budget revenue and expenditure to ensure flexibility, efficiency, compliance with regulations, and suitability with reality; Review the progress of each revenue item and each tax, ensure correct, full and timely collection, and strive to complete the revenue estimate at the highest level.

He requested that all levels, sectors, communes, wards and special zones pay attention to and focus on ensuring social security, welfare, progress and equity, improving the quality of life and happiness of the people; firmly ensuring national defense and security, maintaining political stability, order, social safety and national border sovereignty; not being passive or surprised in any situation, ensuring absolute safety for important targets and events in the area, especially before, during and after party congresses at all levels.

Also at the conference, delegates discussed and gave opinions on the draft Political Report of the 16th Provincial Party Congress, term 2025 - 2030. The Provincial Party Secretary highly appreciated the opinions; at the same time, affirmed that the Provincial Party Standing Committee will continue to concretize the proposed contents, especially those related to urban economic development, science and technology development, digital economy, other new service industries; repositioning the position of Quang Ninh in the context of the country rearranging new provinces and cities to ensure a common development orientation in line with the whole country, but also create its own breakthroughs, striving to maintain the leading position of the province in the Northern region as well as the whole country.

In the morning, the conference completed the entire program, ensuring quality, shortening the working day by half as originally planned. This is an important solution to concretize the administrative reform policy in the Party, creating conditions for agencies, units and localities to have time to carry out professional work. Thereby, contributing to further improving the quality of operations of the entire apparatus from the province to the localities.
