In Bai Tu Long Bay area ( Quang Ninh ), as soon as they arrived and settled in shelters, officers and soldiers of Naval Division 11 actively organized many activities to help fishermen prevent and fight the storm.

According to Lieutenant Colonel Ngo The Trung, Deputy Commander of the Navy, Chief of Staff of the Navy 11: In addition to regularly monitoring the storm's developments, closely following the direction of the Regional Command headquarters; checking and reminding the unit's ships and boats to strictly comply with regulations on storm prevention and control at shelters, strictly maintaining forces and means on standby to perform search and rescue missions when situations arise, the Navy also established working groups to spread out in all directions to promptly broadcast propaganda, call on and guide fishing vessels operating in the area to quickly return to shelters to ensure safety before the storm.

Working group of Squadron 11, Coast Guard Region 1 presented gifts to fishermen at the storm shelter.

In addition, the working groups of the Navy directly went to the anchorage areas of fishermen's boats taking shelter in Bai Tu Long Bay to check ropes and buoys, help people tie and reinforce ropes to moor boats, and clean up fishing gear. Officers and soldiers of the working groups visited, encouraged, gave national flags and some necessities such as rice, instant noodles, eggs, drinking water and combined propaganda, reminded people to strictly follow the storm prevention and control regulations of all levels, absolutely not to leave the shelter area without orders to ensure safety of people and property.

Holding the gifts given by the officers and soldiers of Coast Guard Region 1, Mr. Doan Van Huyen, a fisherman in Ha Tu ward (Quang Ninh) emotionally shared: “Last year, when Typhoon Yagi landed in Quang Ninh and Hai Phong , my wife and I also ran to take shelter in this area and were visited, supported and encouraged by the Coast Guard. This year, my wife and I came here to take shelter from Typhoon No. 3 and continued to receive the attention, encouragement and guidance of the Coast Guard officers and soldiers. We feel very secure. My wife and I sincerely thank the officers and soldiers of the Vietnam Coast Guard for always standing side by side with fishermen in all circumstances, especially in natural disasters and storms. We promise to strictly follow the contents that have been propagated and guided by the Coast Guard officers”.

According to Colonel Luong Cao Khai, Deputy Commander and Chief of Staff of Coast Guard Region 1, the task of supporting and helping people and fishermen is an unspoken order that comes from the hearts of soldiers in general, including the Vietnam Coast Guard force in particular. Officers and soldiers of Coast Guard Region 1 are always aware of their responsibilities, and that unspoken order always urges and creates strength for the entire unit to unite, overcome storms and dangers, and be ready to protect the lives and property of the people in all circumstances. The timely and prompt presence of the Vietnam Coast Guard force in the Gulf of Tonkin has become a support for fishermen and owners of vehicles when operating at sea in calm weather as well as in natural disasters and storms, so that people can rest assured to stay at sea to make a living.
