According to the leader of the City Department of Education and Training, the purpose of the inspection is to preside over and coordinate with local authorities to inspect the implementation of revenue and expenditure at the beginning of the school year at affiliated educational institutions in the city and professional contents related to unit revenue sources according to regulations.
At the same time, inspect the work of mobilizing funding for education and operating expenses of the parent-teacher association. Promptly rectify the situation of collecting fees that are not in accordance with regulations. In particular, propose to strictly handle the responsibilities of the heads and organizations, and related individuals who cause violations in the implementation and implementation of revenue and expenditure management at the beginning of the 2025-2026 school year (if any).

According to the Department of Education and Training of Ho Chi Minh City, the inspection contents include: The organization and implementation of service fees to serve and support educational activities according to Resolution No. 18/2025 of the City People's Council stipulating the fees and collection levels, revenue and expenditure management mechanism for services to serve and support educational activities of public educational institutions in Ho Chi Minh City in the 2025-2026 school year and Official Dispatch No. 1888 of the Department of Education and Training on instructions for collecting and using tuition fees and other fees; implementing the tuition exemption, reduction, and support regime and support for learning costs in the 2025-2026 school year of public educational and training institutions in the City.
The City Department of Education and Training will also inspect the mobilization, reception, management and use of aid, sponsorship and gifts at educational institutions in accordance with the provisions of Circular No. 16/2018 of the Ministry of Education and Training on funding for educational institutions in the national education system and Official Dispatch No. 1427/2019 of the City People's Committee on instructions for implementing Circular 16.
Another content that the Department of Education and Training of the City will inspect includes: The implementation of operating expenses and the development of a plan for using expenses of the Parents' Representative Board according to the provisions of Circular No. 55. The implementation of Official Dispatch No. 2512 of the Department of Education and Training of the City on strengthening the management of revenues and expenditures in the field of education and training and the mobilization of funding for education in the 2025-2026 school year in Ho Chi Minh City.
The City Department of Education and Training will also check the teaching program, implementation of the 2nd session program; teaching materials, arrangement of timetables, accreditation of public education quality programs and related professional content... according to the City Department of Education and Training's guidelines for organizing 2 sessions/day for general education in the 2025-2026 school year.
The subjects of inspection are educational institutions under the People's Committees of wards, communes, and special zones. Public high schools and public educational institutions under the Department of Education and Training of the City.
The inspection period is from September 29 to October 31. From October 31 to November 10, the inspection team will compile a report, submit it to the Department of Education and Training leaders to sign the inspection results notice and report to the Standing Committee of the City People's Committee.
Recently, some educational institutions in Ho Chi Minh City have been caught up in "overcharging" cases, with parent representatives in some schools arbitrarily collecting unreasonable fees, making parents angry.
