Creating an environment to promote private economic development

Resolution No. 68-NQ/TW dated May 4, 2025 of the Central Executive Committee identifies private economic development as one of the key tasks to build an independent, self-reliant, fast-growing and sustainable economy. In line with that spirit, Quang Ninh province has proactively implemented synchronous and practical policies, creating a solid foundation for the private sector to promote its role in socio-economic development.

In recent years, Quang Ninh province has witnessed a strong breakthrough of the private economic sector in terms of quantity, quality and substantial contribution to socio-economic development. By mid-2025, the whole province had more than 12,000 operating enterprises, of which private enterprises accounted for nearly 98% of the total, contributing more than 57% of GRDP and creating jobs for a large number of local workers. This is a clear result of the process of reforming the investment environment, accompanying businesses and proactively activating non-budgetary resources early. Many typical private enterprise models are showing an important role in the province's development chain.

A typical example is the Hanoi - Quang Ninh International General Hospital, one of the large-scale private medical facilities with modern facilities, officially put into operation in early 2025. With an area of ​​over 12,000m², the hospital is capable of receiving 200-500 examinations per day. The unit has established professional cooperation with major central hospitals, helping local people access advanced treatment methods without having to travel far. Ms. Nguyen Thi Nga, Director of Thuan Viet Medical Company Limited (investor) said: The hospital is also accelerating the implementation of health insurance examination services to expand the service area, reduce costs for people and contribute to reducing the burden on public medical facilities, contributing to promoting the socialization of health care in the province.

The dynamic development of the private economic sector in Quang Ninh is also clearly demonstrated through the fact that many enterprises have shifted their investment to the industrial sector and production infrastructure. In particular, Tan Dai Duong International Import Export Joint Stock Company is one of the typical units. This enterprise has been operating stably in the field of logistics and import-export in the locality, and has now expanded to invest in industrial cluster infrastructure.

In 2025, Tan Dai Duong International Import Export Joint Stock Company started construction of two large-scale industrial clusters in Hiep Hoa ward and Dien Xa commune, with a total area of ​​64 hectares and a total investment of nearly 1,000 billion VND.

According to Mr. Nguyen Van Thanh, Chairman of the Board of Directors of the Company, the unit is speeding up the construction progress to soon complete the infrastructure, creating conditions to attract hundreds of secondary enterprises, and at the same time creating jobs for thousands of local workers. These projects are implemented according to the clean, sustainable industrial model, with high regional connectivity, in line with the development orientation that Quang Ninh province is actively pursuing.

The above results are the result of a consistent process of orientation and action. In particular, the issuance of Resolution No. 68-NQ/TW dated May 4, 2025 by the Central Executive Committee on private economic development in the new period has created a strategic push, affirming that the private sector is one of the most important driving forces of the socialist-oriented market economy.

In that spirit, Quang Ninh issued Plan No. 547 dated June 6, 2025, specifying the goals and solutions of the Central Government through institutional reforms, supporting access to land, credit, technology, and encouraging private enterprises to participate in innovation, digital transformation and global supply chains.

Quang Ninh strives to have 12-15 operating enterprises per 1,000 people by 2030; the private economy contributes about 40-45% of GRDP, creating jobs for 85% of the province's workforce. Furthermore, by 2045, this sector will become the main production force, contributing 50% of GRDP and having the capacity to participate deeply in the global supply chain.
