National online training for commune-level officials and civil servants

On the morning of August 9, the Ministry of Home Affairs held a national online conference to provide professional training for commune-level officials, civil servants, and public employees in the field of state management of the Home Affairs sector. The conference was connected online to 34 provinces and centrally-run cities and 3,321 communes, wards, and towns nationwide.

Speaking at the conference, the leader of the Ministry of Home Affairs emphasized: Faced with new requirements, grassroots cadres need to fully understand their functions, tasks, and authority; change from thinking to action, and improve skills to better serve the people.

The Ministry recommends that localities focus on five key tasks: Perfecting the organizational structure and personnel; reviewing and arranging the team of commune-level civil servants to ensure quality; improving the efficiency of the Public Administration Service Center; improving facilities and technological infrastructure to meet the requirements of handling nearly 500 administrative procedures at the commune level; enhancing training, fostering, and improving capacity; innovating leadership methods, taking people's satisfaction as a measure of effectiveness.

At the Conference, the basic and core contents conveyed included: Law on Organization of Local Government in 2025; duties and powers of the Chairman, Vice Chairman, and Head of the People's Council at the commune level; duties, powers, skills in managing and handling work under the authority of the Chairman, Vice Chairman of the People's Committee at the commune level, heads of specialized departments and commune-level civil servants; decentralization, delegation of power, and determination of authority; instructions on the order and procedures for handling administrative procedures at the commune level in the field of Internal Affairs; organization of the apparatus, functions and tasks of specialized agencies and public service units under the People's Committee at the commune level; orientations for determining job positions of commune-level civil servants. The Conference also spent time answering recommendations from localities.

The nationwide synchronous and unified training helps communes improve their management and operation capacity; perform administrative tasks well, proactively advise and promptly handle arising issues, contributing to building a streamlined, effective and efficient apparatus, better serving people and businesses.
