On the afternoon of April 15, comrade Le Duc Giang, member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, chaired a conference on the results of a comprehensive review and inspection of planning, exploration, survey, licensing, exploitation, transportation, and environmental restoration of mineral mines in the province.

According to the planning of Thanh Hoa province approved by the Prime Minister in Decision No. 153/QD-TTg dated February 27, 2023, the province has 557 mineral mines for common construction materials and small, scattered minerals under the licensing authority of the Provincial People's Committee. As of March 15, the whole province still has 344 licensed mines that are still valid.

In recent years, the exploitation and processing of minerals for common construction materials in the province has promptly met the demand for construction materials for important projects in the province. Thereby, contributing to promoting the economic growth rate in the province in recent years, contributing to the annual provincial budget of 900 - 1,000 billion VND.

In order for mining activities to meet the demand for construction materials and at the same time, to discipline enterprises to comply with legal regulations, the Department of Agriculture and Environment has established 3 teams to inspect 243 mines. Of these, 189 are stone mines, 33 are soil mines, 6 are sand mines, 15 are clay mines, sandstone mines, and claystone mines for making bricks.

However, there are still some difficulties in the management process. Mineral planning integrated into the provincial planning has been established and approved since the period 2015-2020, so up to now, many mines are no longer suitable for reality. Forecasts for construction material demand of investors are not accurate and not suitable for reality. For example, in 2024, the actual volume of stone used is 12.33 million m3, but the forecast for 2025 is 8.43 million m3. Regarding the source of land for filling, the remaining reserves at the granted mines are 42.89 million m3, while the demand for the period 2026-2030 is 151.33 million m3, there is a shortage of about 141.71 million m3.

Thus, the reserves of sand mines and landfills have not met the demand, still lacking much compared to the actual demand, especially the source of construction sand. Some mines have violated the exploitation process by exceeding the capacity, exceeding the licensed mine boundaries, not following the design, encroaching on land, and declaring incorrect mining output...

Illegal mining activities still occur, especially river sand and gravel mining. Most of the specialized staff in the mineral sector at district and commune levels are not properly trained in mineral management, so the process of inspecting and monitoring mineral activities is not very effective, and violations in mineral activities are not promptly detected.

At the conference, representatives of enterprises operating in mineral exploitation and trading proposed that the authorities re-evaluate the reserves of the licensed mines to create conditions for enterprises to operate better; take measures to control the current increase in construction material prices; limit exploitation in border areas; soon have a plan for material mines to meet market demand...

Concluding the conference, Vice Chairman of the Provincial People's Committee Le Duc Giang assigned the Department of Agriculture and Environment to complete the dossier after inspecting the mineral mines, depending on the level of violation, hand it over to the Provincial Police and relevant agencies to handle according to the provisions of law. Along with that, he required businesses to comply with regulations in mineral exploitation activities.

To solve the problem of lack of construction materials, the Department of Agriculture and Environment inspects mines in areas that do not affect people's lives and traffic to grant licenses to increase mining capacity to serve market demand. At the same time, review and put mines that are planned to meet the conditions for auctioning mining licenses according to regulations.

Along with that, review mines, propose additions to the Provincial Planning to ensure compliance with reality, economical and effective use to serve socio-economic development, as a basis for licensing mineral activities in accordance with regulations. Encourage enterprises to process and use artificial sand. Prioritize the supply of materials for projects under construction in the province.

The Vice Chairman of the Provincial People's Committee also requested the Provincial Police and localities to strengthen inspection and supervision of mineral exploitation activities of enterprises to promptly detect and handle violations. The Department of Agriculture and Environment received opinions from relevant sectors and enterprises at the conference, completing the report for the upcoming provincial conference.
