Sending workers to work abroad under labor contracts has been identified by Thua Thien Hue province as one of the most effective solutions in implementing the national target program for sustainable poverty reduction.

After attending the Job Consulting Conference, sending workers to work abroad under labor contracts held at the end of 2022 in the locality, Ms. Dang Thi Tam (near-poor in Hai Thanh village, Phong Hai commune, Phong Dien district, Thua Thien Hue province) registered information and persuaded her son to work abroad under a labor contract. At that time, Mr. Ho Dang Son (born in 1994, Ms. Tam's son), was working in Da Nang city. With the persuasion of relatives and the encouragement of local authorities, Mr. Son decided to work in the Japanese market under a contract and passed the exam for the job of steel construction. In July 2023, Mr. Son left the country with the hope of improving his income and helping his family escape poverty.

Also leaving the country in the same batch with Mr. Son was Mr. Hoang Trong Duy (born in 1992, Phong Hai commune, Phong Dien district). According to the Phong Hai commune government, Mr. Duy now has his own family with 2 young children. However, because both husband and wife do not have stable jobs and the wife is often sick, life is difficult and he is a near-poor household in the commune. After learning about working abroad under a contract and the state's support policies for poor and near-poor households, Mr. Duy chose to participate and successfully left the country to work in Japan.

Mr. Nguyen Van Dung - Vice Chairman of Phong Hai Commune People's Committee (Phong Dien District, Thua Thien Hue Province) said that Phong Hai is a coastal commune, most of the area is white sand. The main occupation of the people here is mainly fishing, farming and processing seafood products, but they are small-scale, near shore. Currently, the whole commune has a total of 1,288 households, of which 15 are poor households (accounting for 1.16%); 82 are near-poor households (accounting for 6.34%). According to Mr. Dung, in recent years, Phong Hai commune has invested in and supported many livelihood models to help people develop the economy, eliminate hunger and reduce poverty. Phong Hai commune has also strengthened propaganda and mobilized people to work abroad under contracts, coordinated in organizing job counseling conferences, and sent workers to work abroad under contracts.

According to the Department of Labor, Invalids and Social Affairs of Phong Dien district, the work of sending workers to work abroad has been promoted by localities in the district and has gradually become a widespread movement, becoming one of the main solutions to create jobs with high and stable income, helping people escape poverty sustainably. From 2021 to now, the whole Phong Dien district has mobilized and sent 297 workers to work abroad under contracts, with potential markets such as Japan, Taiwan, etc.

Not only Phong Dien, many localities in Thua Thien Hue province also pay great attention to information and propaganda work, coordinate in organizing consultation conferences, and mobilize workers to work abroad under contracts, especially workers from poor households, near-poor households, policy households, and ethnic minorities. Typically, in poor A Luoi district, in the first 6 months of 2023, functional departments and communes in the area have actively coordinated to organize consultation conferences; so far, 33 workers have left the country, 20 people are waiting to leave the country, and more than 50 people are studying. Or in Phu Loc, 185 people have gone to work abroad under contracts in the first 6 months of the year; Huong Thuy town has 184 workers; Huong Tra town has 82 workers.

In Thua Thien Hue, one of the units that effectively implements the work of recruiting workers, especially workers from poor and near-poor households to work abroad is the Representative Office of Suleco Labor Export and Expert Services Joint Stock Company. In particular, the enterprise is implementing a project to send people to work abroad under contracts associated with sustainable poverty reduction in the period of 2022-2025 in Thua Thien Hue province, with the goal of sending 4,800 to 5,000 workers to work abroad under contracts; the main market is Japan. Particularly in the poor district of A Luoi, it strives to send 2,618 workers by 2025. According to the representative of Suleco in Hue, as of August 2023, the unit has sent 19 workers from poor and near-poor households in A Luoi (17 people), Phong Dien, and Phu Loc districts to work in Japan; currently, there are 5 cases still studying and 4 newly recruited cases.

According to the Sustainable Poverty Reduction Project for the period 2021 - 2025, Thua Thien Hue aims to reduce poverty in a multidimensional, inclusive and sustainable manner, gradually reducing the gap between rich and poor between regions. By the end of 2025, the average poverty rate in the province will decrease to 2.0 - 2.2%. To achieve the set goal, Thua Thien Hue has proposed many solutions to address the shortage of jobs; means of production; the replication of livelihood models suitable for each specific locality; the mobilization and promotion of resources for poverty reduction, etc.

Thua Thien Hue province pays special attention to job creation for workers, especially policy beneficiaries, poor and near-poor households, in which sending workers to work abroad under contracts is identified as a key task. According to the Department of Labor, Invalids and Social Affairs of Thua Thien Hue province, from 2021 to now, the whole province has 2,912 workers working abroad, specifically: in 2021: 492 people; in 2022: 1,180 people, in the first 6 months of 2023: 1,240; in which workers are mainly concentrated in the markets of Japan, Korea and Taiwan.
