Continue to promote the effectiveness of the model "People trust, Party nominates"

By January 15, 2025, 100% of villages, hamlets, and neighborhoods in the province had completed organizing Party cell congresses for the 2025-2027 term. This is the fourth consecutive term that Quang Ninh has successfully implemented the model "People trust, Party nominates".

Cadres and party members of Zone 5, Viet Hung Ward (Ha Long City) voted to elect the Party Cell Secretary directly at the Party Cell Congress.

Previously, with careful preparation, good personnel selection and high consensus of the people, the province successfully organized the election of village, hamlet and neighborhood heads for the 2025 - 2027 term from mid-December 2024 with a voter turnout rate of 97.15%.At the Party Congress of villages, hamlets and neighborhoods for the 2025 - 2027 term, all 1,452 village, hamlet and neighborhood heads in the area were elected as Party cell secretaries.

To ensure the successful organization of the Party Congresses of villages, hamlets, and neighborhoods, localities in the province have strengthened their direction and leadership, promptly issued plans, and organized training on the organization of the Party Congress for each Party cell, such as: preparing documents, personnel, and decorating the festival according to regulations; organizing model Congresses to gain experience. The work of ensuring security and order was carried out seriously and absolutely safely before, during, and after the Congress. Propaganda and emulation work was promoted, creating solidarity, unity, and support among cadres, party members, and the people.

The organization of the Congress was closely directed, implemented in accordance with the procedures as instructed, promoting democracy and high responsibility of cadres and party members. The nomination and election in the Congress were carried out in accordance with the provisions of the Party Charter, ensuring democracy, objectivity and principles. Notably, all village, hamlet and neighborhood chiefs were elected as Party cell secretaries with high votes; of which 1,157 people were re-elected (accounting for 80%).

According to the assessment of the grassroots party committees, the congresses of village, hamlet and neighborhood party cells took place solemnly with the motto of inheritance, stability and innovation, development, democracy, openness and solidarity, truly becoming a broad political activity at the grassroots level. Documents submitted to the congress were fully prepared, thoughtful and in accordance with regulations. Political reports deeply and honestly summarized the results of implementing the resolutions of the previous term's congress; clarified the advantages and disadvantages and pointed out the causes; identified the directions and goals, and proposed solutions for the new term. The reports reviewing the leadership and direction of the Party Committee frankly and seriously assessed the results achieved by the Party Committee as well as the limitations that needed to be overcome. In particular, the opinions participating in the congress were enthusiastic, concise, went straight to the point, and added many practical solutions. Each congress has from 5 to 10 comments to deeply evaluate the implementation of the Party cell's resolutions of the past term, the leadership and management of the Party cell, and at the same time propose and supplement solutions to the targets and resolutions of the new term to be more realistic. Personnel preparation work has been directed to ensure democracy, strictness, and compliance with procedures. Thanks to careful preparation, the congress's personnel are all guaranteed to be as planned. The election work is carried out in accordance with the Party Charter and the Party's election regulations, ensuring democracy, objectivity, transparency, and compliance with Party regulations according to the process "People trust, Party nominates".

Over the past years, the model of Party cell secretary concurrently being the village, hamlet, and neighborhood chief according to the "People trust - Party nominates" process of Quang Ninh has contributed to strengthening and improving the quality of Party building work at the grassroots level and helping to build a streamlined and efficient apparatus. At the same time, the model is also an initiative of the province to innovate methods, improve the leadership capacity and fighting strength of the Party, and streamline the payroll at the local and grassroots levels.

On December 28, 2016, the Standing Committee of the Quang Ninh Provincial Party Committee issued Directive No. 12-CT/TU on "Unifying the term of the Party cell congresses under the grassroots Party Committee with the election of Village and Ward Heads, term 2017 - 2020". In particular, it sets the goal of having 100% of Party cell secretaries also being Village Heads with the motto of selecting personnel according to the method of "People trust - Party nominates"; unifying and synchronizing the term of the Party cell congresses under the grassroots Party Committee with the term of Village Heads. The entire province elects Village Heads in one day, then simultaneously holds the Party cell congresses of villages and ward heads.

Up to now, Quang Ninh province has successfully implemented the model of "People trust - Party nominates" for 4 terms (2017 - 2020; 2020 - 2022; 2022 - 2025; 2025 - 2027) with 100% of Party cell secretaries being village chiefs, the quality of the village chief team is increasingly improved. In the 2022 - 2025 term, the village chief team with high school education level accounts for over 75%; university degree or higher accounts for over 20%; college and intermediate level accounts for over 31%; intermediate level or higher political theory level accounts for over 28%). In the election of village, hamlet and ward chiefs for the 2025 - 2027 term, the quality of the candidates for village, hamlet and ward chiefs for this term has been improved. The number of candidates for village, hamlet and ward chiefs for the term continues to increase, with 349 people having university degrees or higher, and 418 people having intermediate political theory degrees or higher.

Through surveys and practical summaries, Quang Ninh province found that in places where the Village Chief is a Party member, especially the Party Cell Secretary, the leadership, direction and organization of the implementation of tasks are very favorable, avoiding duplication, pushing and reducing intermediary steps, thereby receiving high support and consensus from the people.

When the Village Chief is the Party Cell Secretary, he will have the opportunity to directly discuss and draft resolutions with the Party Cell and Party Cell Committee in line with the practical work of the village and neighborhood. At the same time, the implementation of the Party Cell's resolutions and the directives of the superior Party Committee will also be more favorable; promoting the pioneering and exemplary spirit of Party members in work as well as in daily life. On the contrary, when the Village Chief is not the Party Cell Secretary or is not a Party member, the leadership and direction will be more difficult, especially in receiving and organizing the implementation of the Party Cell's policies and resolutions.

This is an important premise for Quang Ninh to build a strong grassroots political system, improve the effectiveness of Party organizations, promote the role and responsibility of grassroots leaders, and further consolidate the close relationship between the Party and the people. At the same time, it is a premise for streamlining the apparatus and staff, creating momentum for the locality to develop sustainably and make breakthroughs in the coming term.

The successful organization of the Party Congresses of villages, hamlets and residential areas for the 2025-2027 term once again affirms that this is a model of "People's hearts - Party's will" that Quang Ninh province has worked hard to cultivate and build, and is increasingly affirming its effectiveness in practice, creating new strength for the Party from the people's trust. And the Party Congresses of villages, hamlets and residential areas for the 2025-2027 term are a broad political activity in the whole province, contributing to building clean and strong Party organizations. This is also an important premise for the grassroots Party Congresses and the Party Congresses at higher levels, towards the 16th Provincial Party Congress.
