The current situation places new, higher demands on military and defense missions, requiring strategic decisions to adapt to the new situation.

Therefore, to successfully carry out the directions, goals, military and defense tasks and build the Army Party Committee for the 2025-2030 term, the General Secretary proposed to well implement "2 steadfastness, 2 promotion and 2 prevention".

To thoroughly grasp the Party's military and defense guidelines, the General Secretary said that this requires the Party Committee of the Army and the entire army to thoroughly grasp and effectively implement the Party and State's viewpoints, guidelines, policies and strategies on military and defense.

In particular, the General Secretary emphasized the national defense policy of all people, people's war, and the "four no's" defense policy with the nature of peace and self-defense.

Another guiding viewpoint, according to the Party leadership, is to firmly build a politically strong Army. This is an immutable principle in building a new-style army.

In particular, the Central Military Commission, the Ministry of National Defense and Party committees and commanders at all levels in the entire army need to pay special attention to building political and spiritual factors for soldiers, ensuring that the Army is always a political force and a fighting force that is absolutely loyal and trustworthy to the Party, State and people; ensuring that officers and soldiers always have a high fighting spirit, dare to face and overcome difficulties and challenges, dare to fight, are determined to fight and know how to fight and win.

The General Secretary requested to step up the building of a revolutionary, disciplined, elite and modern People's Army. Especially in the current period, the General Secretary noted that it is necessary to attach importance to promoting the cultural values ​​of "Uncle Ho's soldiers"; to strengthen education, training and practice of soldiers so that officers and soldiers are not only politically steadfast and elite in combat, but also respond quickly and effectively to non-traditional security challenges.

In addition, the General Secretary thoroughly promoted international integration and defense diplomacy on both bilateral and multilateral levels; handled harmoniously and flexibly defense relations and cooperation with other countries, especially in the context of fierce competition among major countries, increasing attraction and gathering of forces.

“The goal is to maintain a strategic balance in foreign relations in general, and in defense diplomacy in particular, contributing to creating and maintaining a peaceful and stable environment, protecting the Fatherland early and from afar,” according to the General Secretary.

Party leaders also noted the need to prevent the risks of war and conflict because this is an important, consistent, and urgent requirement in the current period.

This requirement requires the Central Military Commission, the Ministry of National Defense and the entire army to firmly grasp and clearly assess the development trend of the situation, promptly advise the Party and State on strategic policies to successfully handle military and defense situations; policies to keep "warm inside, peaceful outside", "peaceful inside, calm outside".

Preventing all manifestations of degradation in political ideology, ethics, lifestyle, "self-evolution" and "self-transformation" within the Party Committee of the Army and the entire army is also a task that the General Secretary has noted.

The General Secretary hopes that the Party Committee of the Army and the entire army must "converge in solidarity, converge in will, converge in talent, converge in strength" because these are the important factors for the entire army to successfully perform the functions of a fighting army, a working army, a production labor army, and excellently complete tasks in all situations.
