On the afternoon of January 6, in Gia Lai , General Secretary To Lam , Secretary of the Central Military Commission, and the Central working delegation visited and worked with the 34th Army Corps and 15th Army Corps ( Ministry of Defense ).
The delegation included Politburo members, Party Central Committee Secretaries: Nguyen Hoa Binh, Permanent Deputy Prime Minister; Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Trong Nghia, Head of the Central Propaganda Department; Politburo members: General Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Luong Tam Quang, Secretary of the Central Public Security Party Committee, Minister of Public Security; Nguyen Duy Ngoc, Party Central Committee Secretary, Chief of the Party Central Committee Office; Party Central Committee members, leaders of central departments, ministries, branches, leaders of a number of localities, and heads of agencies under the Ministry of National Defense.
At the working session with the 34th Army Corps, General Secretary To Lam affirmed that recently, the Ministry of National Defense, implementing Resolution No. 05-NQ/TW of the Politburo on the organization of the Vietnam People's Army for the period 2021-2030 and the following years, decided to dissolve the 3rd and 4th Army Corps, and establish the 34th Army Corps. This is a major policy, a very important event, affirming the development of our Army in the new revolutionary period. The 34th Army Corps is proud to inherit the glorious tradition of the two main Army Corps of the Vietnam People's Army, born in the historical turning point of the resistance war against the US to save the country, which are units that have been trained in the revolutionary struggle, achieved many outstanding feats, and made worthy contributions to the cause of national liberation, building the Army, strengthening national defense, and protecting the Fatherland.
The General Secretary acknowledged and commended the officers and soldiers of the 34th Corps for inheriting and promoting the heroic and glorious tradition of the 3rd and 4th Corps, making great efforts in a short time, successfully completing their tasks, achieving very encouraging initial achievements, creating an important premise to build the glorious tradition of the Corps in the new period.
The General Secretary emphasized that the cause of building and defending the Fatherland of our people in the coming time will have opportunities, advantages, difficulties and challenges intertwined, requiring the solidarity, joint efforts and hearts of the entire Party, the entire people and the entire army. To successfully carry out the goals and tasks of building and defending the Fatherland in the new period, the 34th Army Corps needs to regularly and thoroughly grasp the Party's viewpoints, guidelines and policies, the State's policies and laws on military, national defense and defending the Fatherland, focusing on the Strategy for defending the Fatherland in the new situation. Focus on doing well the work of political education, ideology and the glorious revolutionary tradition of the nation, the Army and the 3rd and 4th Army Corps, building the political mettle of cadres and soldiers, regardless of difficulties and hardships, ready to receive and successfully complete all assigned tasks.
The Party Committee and the Corps Command urgently and effectively carried out the review work, promptly coordinated closely with localities and units in the area, completed combat readiness plans, regional defense operations, and civil defense in accordance with the new force deployment of the Corps, associated with maintaining strict implementation of combat readiness regime, not being passive or surprised, ready to successfully handle all situations. Proactively and carefully prepared all aspects, especially training materials, training, fostering cadres and organizing troop training in accordance with the determined motto and direction. Strictly maintained the order of regular construction, discipline management, building the Corps "elite, compact, strong", well meeting the requirements of the mission as the strategic mobile force of the Vietnam People's Army.
The Party Committee and the Corps Command focus on preparing and successfully organizing the Party Congresses at all levels for the 2025-2030 term; closely combining the consolidation of Party Committees and Party organizations with the consolidation of the staff of agencies and units. In the context of a larger scale, forces spread from the Central Highlands to the South, and the specific nature of combat-ready units facing many difficulties, the Party Committee and the Corps Command need to regularly take care of improving the material and spiritual lives of soldiers; have the best solutions within their capabilities to help soldiers have an increasingly better life, to feel secure, attached to their units, wholeheartedly serving the Army and the revolution.
* At the working session with Corps 15, General Secretary To Lam praised the achievements that the officers, soldiers and workers of Corps 15 have achieved in the past time. The General Secretary acknowledged that Corps 15 is one of the first economic-defense unit models in the strategic area of the Central Highlands, together with the armed forces building a solid defense area and effectively participating in the innovation process, improving the economic, cultural and social life in the locality. Generations of officers, soldiers and workers with their hands, minds, determination, perseverance, overcoming all difficulties and challenges, sacrificing blood and youth to contribute to building a green and peaceful Central Highlands.
The General Secretary pointed out that the Central Highlands is a key strategic area in terms of socio-economics, national defense and security, and is the "roof" of Indochina. In recent years, the Party and the State have had many policies and strategies to prioritize the development of the Central Highlands. Thanks to that, the economic scale of the region has increased rapidly. The Central Highlands has become a large-scale production area for a number of key agricultural products, accounting for a high proportion. Tourism in the area has developed quite well. National target programs have been effectively implemented. However, due to limited resources, the Central Highlands currently still faces difficulties. Economic growth is unsustainable and tends to slow down; per capita income is still at the lowest level among the six socio-economic regions. Attracting foreign direct investment is low. The number of poor and near-poor households is still large. Political security, order, social safety, religious and ethnic issues, complaints and land disputes still have potential complications...
Emphasizing the challenges facing the cause of national construction and defense in the new situation, the General Secretary requested that the 15th Army Corps thoroughly grasp the Party's military and defense viewpoints and guidelines, especially the major orientations on military and defense work identified at the 13th National Party Congress and Resolution No. 23-NQ/TW of the Politburo on socio-economic development directions and ensuring national defense and security in the Central Highlands region until 2030, with a vision to 2045; continue to perform well the functions of a combat army, a working army, and a production labor army. The Army Corps closely coordinates with local Party committees, authorities and people of all ethnic groups to actively participate in economic, cultural and social development; closely coordinates with the police, border guards and local Party committees and authorities to maintain political and social stability from the grassroots.
The General Secretary requested the Corps to attach importance to and regularly innovate and improve the quality and effectiveness of political and ideological education; to lead and direct more effectively military and defense tasks associated with socio-economic development tasks in the new situation; to continue to improve the quality of mass mobilization, twinning, and social security work, helping people develop the economy, culture, and society and prevent and combat natural disasters and epidemics; to carry out well the work of military and rear policies; to carry out well the work of defense diplomacy, to build a peaceful, friendly, cooperative, and developed border in the Corps's areas performing tasks in Laos and Cambodia.
On this occasion, General Secretary To Lam presented gifts to outstanding officers, soldiers and workers working at Army Corps 34 and Army Corps 15; and to 100 policy households and outstanding village elders living in the area.
