According to the People's Army Newspaper , reporting the results at the working session, Lieutenant General Ho Quang Tuan, Director of the General Department of Defense Industry, said that recently, science and technology work has been promoted; actively building and opening 8 new science and technology programs and projects at all levels with large scale and high urgency to research and manufacture weapons and technical equipment of strategic significance.

Effectively organized and implemented 4 programs, projects, scientific and technological proposals and independent scientific and technological topics and tasks at all levels to meet the requirements of progress and quality. In particular, resolutely directed and implemented research and manufacturing to promptly meet 3 types of products for parades and marches in the A80 task with good results.

The General Department of Defense Industry proposed that in the coming time, the head of the Ministry of Defense directs agencies to allow procedures to open new ones, and implement a number of urgent scientific and technological programs, projects, and tasks in a shortened form to soon put products into service.

Strengthen decentralization and delegation of authority to agencies and units within the Ministry of National Defense to carry out scientific and technological research tasks; form a scientific and technological ecosystem within the General Department of Defense Industry.

After listening to opinions at the inspection session, Senior Lieutenant General Le Huy Vinh requested that the General Department of Defense Industry focus on improving and enhancing the features of weapons, equipment, and military equipment; and research and manufacture new weapons of world-class level.

The General Department of Defense Industry needs to create a complete product instead of researching each small technology. In that product, many technologies must be integrated, for example, if 10 technologies are integrated, at least 5 must be mastered, and any technology that has not been mastered must be researched and mastered in cooperation.

In particular, it is necessary to prepare human resources early by "spotting" high-quality human resources at universities inside and outside the military to train them from the second or third year of study; it is necessary to identify key areas and strengths to focus on development.
