Ho Chi Minh City reviews the use of 'ghost' foreign language certificates among civil servants

The group of scammers faked real Cambridge certificates to deceive people in need and steal their money.

Accordingly, the Ho Chi Minh City People's Committee has sent a document to all departments, agencies and branches requesting administrative agencies and public service units in the city to urgently review the use of foreign language certificates named Cambridge International by employees as well as other types of diplomas and certificates.

The Ho Chi Minh City People's Committee requires units to strictly handle, not tolerate, or cover up cases of officials, civil servants, public employees, and workers using foreign language certificates named Cambridge International as well as other types of diplomas and certificates that are not in accordance with the law. After reviewing, the agencies will report the results to the Ho Chi Minh City People's Committee through the Department of Home Affairs before December 1.

Also in the direction related to the review of certificates and diplomas of civil servants and public employees, the Ho Chi Minh City People's Committee noted that agencies should step up propaganda and dissemination work to all cadres, civil servants, public employees and workers under their management authority to raise vigilance, prevent crimes, and strictly comply with legal regulations on the management and use of diplomas and certificates.

In particular, note not to participate in training, fostering, testing, and assessment programs and not to use diplomas and certificates issued or organized by organizations and individuals that are not established or operating in accordance with the law. Promptly review, handle or report to competent authorities for consideration and handling when detecting cases of participation in training, fostering, testing, and assessment programs or use of diplomas and certificates issued by organizations and individuals that are not permitted by law.

The Ho Chi Minh City People's Committee requested the Department of Home Affairs to monitor, urge and report to the Ho Chi Minh City People's Committee to consider and handle the heads of agencies and units that are irresponsible, allowing violations to occur without promptly taking measures to handle and correct them according to regulations.

At the same time, coordinate with relevant agencies and units to regularly monitor and organize inspections of the declaration and use of diplomas and certificates of cadres, civil servants, public employees and workers in the city according to regulations.

Recently, the People's Committee of Cu Chi district (HCMC) has issued a document requesting the district's professional units, public service units, the District Red Cross and the People's Committees of communes, towns, public kindergartens, primary and secondary schools to review the Cambridge International foreign language certificates of officials, civil servants, public employees, teachers...

This is said to be a move after the Ministry of Home Affairs sent a dispatch to ministries, provinces and cities about reviewing foreign language certificates. Because the Investigation Security Agency, Hanoi City Police has requested this ministry to notify the competent authorities managing cadres, civil servants and public employees to conduct inspections, reviews and handle cadres, civil servants and public employees using illegal foreign language certificates under the name of Cambridge International organization.

In case of detecting officials using certificates not in accordance with the law, it is recommended that competent authorities review and handle the matter.

The investigation agency determined that a number of subjects had invented and created a Cambridge International certificate model that had many similarities with foreign language certificates of prestigious organizations in the world in order to deceive people in need and appropriate money. Hanoi City Police have prosecuted 6 subjects for fraud and appropriation of property related to the issuance of the above English certificates.
