On the afternoon of September 9, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung chaired a meeting on adjusting the National Master Plan for the 2021-2030 period, with a vision to 2050.

According to Resolution No. 66.2/2025/NQ-CP dated August 28, 2025 of the Government, the Ministry of Finance is assigned to preside over and coordinate with ministries, branches and localities to prepare adjustments to the National Master Plan and report to the Government for consideration and approval before submitting it to the 15th National Assembly for consideration and decision at the 10th Session. The Ministry of Finance has directed the implementation of adjustments to the National Master Plan according to two main approaches.

Firstly, approach from the requirement of double-digit growth target. Accordingly, emphasize the viewpoint of rapid development based on science and technology, innovation and digital transformation; proactively create and make breakthroughs in development; use development to maintain stability; effectively exploit new development space brought about by the arrangement of administrative units; establish a new growth model.

At the same time, continue to focus resources to form and rapidly develop dynamic regions, economic corridors, and growth poles, creating spillover effects to promote rapid, effective, and sustainable economic development across the country; have positive solutions to mobilize resources, especially financial resources, to meet the double-digit growth target.

Second, approach from promoting the potential of industries, fields, regions and localities. In particular, adjust the development goals of industries and fields and arrange development space for industries with potential and advantages, emerging industries, strategic technologies, etc.

Along with that is adjusting the development goals of regions and localities, maximizing the potential and advantages of regions and localities, the infrastructure network that has been invested in and built; effectively promoting major policies and guidelines (science and technology, international integration, law making and enforcement, private economy, education and training, energy, health care and medical care...).

The Ministry of Finance's report said that the adjustment of the National Master Plan focuses on the following main contents: Viewpoints, goals, development targets, and key tasks based on the corresponding contents of the Socio-Economic Report; economic sectors; socio-economic zoning; expanding the scope of the four national dynamic regions; economic corridors; orientation for the development of national technical and social infrastructure; development of a network of scientific and technological organizations; solutions for implementing the plan to enhance resource mobilization.

Deputy Prime Minister Nguyen Chi Dung highly appreciated the proactive spirit and efforts of the Ministry of Finance in organizing research and building a dossier to adjust the National Master Plan in a very urgent time, basically meeting the requirements.

The adjusted contents have closely followed the orientation of the 12th Central Conference and updated new resolutions of the Politburo and the Central Executive Committee issued in recent times.

At the working session, representatives of leaders of relevant ministries, branches and agencies analyzed, discussed and clarified major and important contents that need to be supplemented and adjusted in the Draft Resolution of the National Assembly.

The Deputy Prime Minister requested the Ministry of Finance to carefully study and absorb the opinions of delegates, continue to consult with experts and the Prime Minister's Policy Advisory Council in the spirit that adjustments must meet the requirements of the new situation, take advantage of opportunities, and overcome challenges through this planning adjustment.

"It is necessary to consider the relationship between the adjustment of the National Master Plan in the national planning system. How should the lower-level plans be adjusted?", the Deputy Prime Minister noted.

For detailed contents and additional recommendations, ministries and branches need to urgently review and carefully study the documents sent by the Ministry of Finance to give opinions and proposals no later than September 11.

Next, the Ministry of Finance completes the dossier and reports to the Government no later than September 15. The Government Office reports to the Government and the Prime Minister for comments so that the Ministry of Finance can complete the dossier, get opinions from Government members to pass the Resolution and assign the Ministry of Finance to submit to the National Assembly the dossier to adjust the National Master Plan before September 25.

The Government reported to the National Assembly Standing Committee at the October 4-6 meeting of the National Assembly Standing Committee to ensure conditions for submission to the National Assembly at the 10th session.
