Trouble from a debt of more than 1.6 billion VND

Specifically, there are currently dozens of students participating in the joint training program between Vinh University and the Quang Binh Province Distance Education Center, although they have completed tuition and graduation exams for more than half a year, they have not yet been awarded a degree...

According to Thanh Nien's investigation, from 2018 to 2021, the Quang Binh Provincial Continuing Education Center (referred to as the Center) and Vinh University signed a contract to jointly train 6 university classes: Law University Classes K59, K60; Political Education Class K61; Law Class K61; Primary Education Class K61, K62.

However, only the K62 Primary Education class completed the tuition settlement according to regulations with Vinh University, the other classes have not completed. The remaining amount that the Center still "owes" Vinh University is more than 1.6 billion VND.

The cause of the above debt is due to the case of "Asset embezzlement" and "Lack of responsibility causing serious consequences" that occurred at the Center that the People's Court of Quang Binh province has just tried, the amount of money embezzled was determined to be nearly 8.2 billion VND.

The people involved, Ms. Nguyen Thi Thuy Linh (treasurer), Mr. Nguyen Van Phap (former director) and Ms. Phan Thi Mai (accountant), were sentenced to prison and required to compensate the above amounts.

Therefore, up to now, although the Center has collected all the money from the students, it still owes the training affiliated schools the following amounts: Hue University of Education 4 billion VND; Vinh University 1.6 billion VND. Even the Center is in debt of more than 2 billion VND; in addition, it also owes the training fee to Hue University of Agriculture and Forestry.

According to the Center's leaders, Hue University of Education and Hue University of Agriculture and Forestry still create conditions for students to take graduation exams and receive graduation certificates, but Vinh University does not.

No payment, no certificate

Regarding the incident, many students participating in joint training courses between Vinh University and the Center encountered many difficulties and knocked on many places to call for help.

The Center also continuously sent official dispatches to Vinh University to present and request Vinh University to issue graduation certificates to students of graduated university classes and organize graduation exams for the remaining classes.

The documents also clearly state: Currently, the amount of money that the former treasurer of the Center has embezzled has not been returned to the Center according to the court's conclusion, so the Center does not have any source of money to compensate for this amount. However, the Center also committed that for the training courses in association with Vinh University, instead of deducting 25% of the tuition fee for the Center to serve teaching activities, the Center only receives 10% to pay for electricity and water, the remaining 15% the Center will pay the debt to Vinh University.

In the following time, when the Civil Judgment Enforcement Department of Quang Binh province collects the compensation amount from the case and transfers it to the Center, the Center will immediately continue to transfer it to Vinh University to settle the tuition fees of the classes that have been misappropriated.

However, Vinh University also has its own "reason". Accordingly, in the reply letter, the school said that the training contracts signed between the two parties are the legal relationship of the two organizations, not the responsibility of individuals. The problem of violations by individuals at the Center is an internal matter, not within the scope of the contracts.

Therefore, to ensure the proper implementation of the rights and obligations of the parties, Vinh University requests the Center to have a specific plan and roadmap and ensure the feasibility of repaying the remaining debt of the contracts to Vinh University. When the debt of the contracts is completed, Vinh University will issue graduation certificates to all students of all classes.
