The Provincial People's Committee held a regular meeting

Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the conference. Also attending were members of the Provincial Party Standing Committee; leaders of the Provincial People's Committee; leaders of departments, branches, units of the province, districts and cities.

In the first 6 months of the year, despite many difficulties and challenges, under the close leadership of the Government, the Prime Minister, the Provincial Party Committee and important decisions approved by the Provincial People's Council, with the efforts and determination of the entire political system, the consensus and support of the people and the business community, the Provincial People's Committee has directed and operated decisively, promptly, flexibly, with focus and key points; focusing on solving outstanding and long-standing problems, while focusing on handling regular work, urgent and arising issues.

Thanks to that, the socio -economic situation in the first 6 months of the year of the province has had positive changes and achieved important results in many fields. The GRDP growth rate in the first 6 months of the year of Ninh Binh ranked 12th out of 63 provinces and cities in the country and 6/11 provinces and cities in the Red River Delta. The total social product (GRDP) in the area is estimated at over 26,800 billion VND, up 8.19% over the same period last year.

Industrial production recovered and achieved a good growth rate, with a value of over VND 48,600 billion, up 7.5% over the same period last year. Agricultural production continued to develop steadily and in the right direction. The work of building advanced new rural areas and model new rural areas achieved many positive results, with Yen Khanh district recognized by the Prime Minister as meeting advanced new rural standards.

Trade and service activities were vibrant and achieved high growth rates. Total retail sales of goods in the first 6 months of the year in the whole province reached over 39 trillion VND, all product groups achieved high growth rates. Import and export activities recovered positively as businesses made efforts to improve the efficiency of exploiting traditional markets and new, potential markets.

Tourism activities have developed strongly, creating momentum to promote the development of other economic sectors. In the first 6 months of the year, Ninh Binh welcomed over 6.2 million visitors, an increase of 38.5% over the same period in 2023; revenue reached over VND 5,900 billion, an increase of 54.2% over the same period, reaching 72% of the yearly plan.

There has been much progress in culture and society, social security has been ensured, and the material and spiritual life of the people has continued to be improved and raised. Cultural and political events and important national and international conferences have been well organized; unique cultural values ​​have been promoted and spread, gradually transforming into resources for economic growth and promoting social development.

The planning work has been focused and promoted, completing the preparation and submitting to the Prime Minister for approval the Ninh Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050. The conference to announce the Planning was successfully organized, creating consensus and trust among Party committees, authorities, business community and people of all walks of life in the province.

Investment promotion activities continue to be promoted and effective, the whole province has over 640 newly registered enterprises and affiliated units with a total registered capital of over 4,700 billion VND. Foreign affairs and international cooperation activities are expanded. Local defense and military are strengthened. Political security and social order and safety are ensured.

The work of administrative reform, public reception, handling of complaints and denunciations, and anti-corruption and negativity has received attention and focused direction with positive changes. In 2023, the province's administrative reform index ranked 11th out of 63 provinces and cities, up 6 places compared to 2022; the local innovation index ranked 16th out of 63 provinces and cities.

Discussing at the conference, delegates analyzed and clarified the leadership, direction and management of the Provincial People's Committee and departments, branches and localities in implementing socio-economic development solutions in the first 6 months of the year; administrative reform, arrangement of administrative units, recruitment of civil servants; review, development and systematization of legal documents; budget revenue and expenditure, investment and business development, land leasing activities, site clearance, urban development planning and new rural construction.

Delegates also suggested that in the coming time, it is necessary to continue to effectively carry out activities of receiving citizens, handling complaints and denunciations; strengthen propaganda and dissemination of laws to people and businesses; synchronously implement solutions to ensure national security and defense, prevent drug crimes, gambling and illegal religions, especially in the last months of the year; actively implement policies and resolutions on tourism development, ensure environmental sanitation in tourist areas and spots, pay attention to investing in educational facilities, etc.

Concluding the conference, Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee acknowledged the great efforts, endeavors and determination in the leadership, direction and management of departments, branches and localities in the first 6 months of the year. Despite many difficulties, with determination, serious working spirit, implementation of the principles of democratic centralism, publicity and transparency, many comprehensive results have been achieved in all fields.

The Standing Vice Chairman of the Provincial People's Committee noted a number of key tasks that need to be focused on in the last 6 months of the year: Removing barriers in mechanisms and policies in management and operation, avoiding fear of responsibility and understanding the law in many different meanings; focusing on solutions to increase budget revenue to serve socio-economic development; focusing on disbursement of public investment capital; promoting investment attraction and large projects; paying attention to administrative reform, digital transformation, and rearranging administrative units; performing well in security and defense, crime prevention, fire prevention and fighting, etc.

At the conference, comrade Tong Quang Thin also discussed the forecast of socio-economic targets for the term and requested departments, branches, sectors and localities to proactively review the tasks assigned by the Provincial Party Committee, People's Council and People's Committee, and at the same time develop a socio-economic development plan for 2025 to ensure practicality and effectiveness, striving to successfully complete the goals set out in the Resolution of the 22nd Provincial Party Congress, term 2020-2025.
