The flood discharge will affect the production and business of communes and wards along both banks of the Cong River such as Dai Phuc, Tan Cuong, Ba Xuyen, Song Cong, Pho Yen, Van Xuan, Trung Thanh, Phuc Thuan, Thanh Cong. Therefore, the company recommends that localities put up warning signs, barricades and assign 24/7 security forces to control and guide people and vehicles through underground overflow areas and dangerous areas; proactively notify low-lying areas at risk of flooding so that people can have prevention plans, absolutely do not let people fish, collect firewood... when the project is operating to discharge water.

According to the Thai Nguyen Hydrometeorological Station, due to the influence of the weakened low pressure circulation from storm No. 10 combined with high-altitude wind convergence, in Thai Nguyen province from the night of September 29 to this morning of September 30, areas in the province are experiencing moderate rain, heavy rain and thunderstorms, some places have very heavy rain. Forecast for the day and night of October 1, there will continue to be scattered showers and thunderstorms, locally heavy rain with rainfall from 10 - 30 mm, some places over 50 mm.

Thai Nguyen Hydrometeorological Station warns that with very heavy rainfall in a short period of time, the risk of landslides, flooding, flash floods in low-lying areas, along streams, and areas with steep terrain is very high; urban flooding, traffic jams, reduced visibility when driving. In addition, thunderstorms, tornadoes, lightning, strong gusts of wind can damage houses, trees, structures... People need to closely monitor weather forecasts and proactively take preventive measures to ensure safety.

To cope with the impact of storm No. 10 and minimize damage caused by floods and rains, the Chairman of the People's Committee of Thai Nguyen province issued Official Dispatch No. 10, in which, it requested departments, branches, units and localities to focus on leadership, direction, review and update plans, be ready to immediately deploy storm and flood response measures with the most drastic spirit, early and from afar, anticipating the worst scenario to ensure the safety of people's lives, limit damage to people's and state's property; deploy measures to ensure the safety of people's lives, especially the elderly, children, students, and other vulnerable groups; protect houses, warehouses, factories, headquarters of agencies, units, educational and medical facilities, dyke systems, dams, infrastructure works, production and business, especially agricultural production with the motto "green house is better than old field" to limit damage caused by storms.

In particular, the provincial leaders requested communes and wards to closely monitor warning and forecast bulletins, resolutely organize and implement response work to storms, flash floods, inundation, and landslides; proactively review plans, be ready to organize evacuation and move people out of unsafe houses, areas at risk of landslides, flash floods, and deep flooding to ensure safety before the storm makes landfall; prepare forces, vehicles, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to any bad situations that may occur... control travel, organize traffic flow, guide traffic, limit people from going out during storms, thunderstorms before the storm; control and guide at culverts, spillways, deeply flooded roads, fast-flowing water, roads with incidents or at risk of landslides; overcome incidents, ensure smooth traffic on main traffic axes.

The Provincial Military Command and the Provincial Police directed military and police forces to be on duty in sufficient numbers, proactively direct, and localities to review and prepare forces and means to support people in responding to storms, floods, and evacuating people and property from dangerous areas; and to rescue and overcome the consequences of natural disasters.
