Why did a candidate with 28.1 points fail the university entrance exam, while a person with 26.25 points passed?

According to the list of candidates admitted to the medical school of Hanoi Medical University, there are 400 candidates admitted to this school. Of these, 166 candidates do not have extra points, accounting for 41.5%.

234 candidates got extra points (accounting for 48.5%), most of them were candidates from region 3 (no regional priority points added) and region 2 (0.25 regional points added and calculated according to the formula the higher the exam score, the lower the priority points).

Hanoi Medical University adds points to 2 subjects: those with international language certificates (add 1 to 2 points) and candidates who won national excellent student awards but did not use the right to direct admission (add 1 to 3 points).

As a result, more than 230/400 candidates were admitted with bonus points. This pushed up the candidates' admission scores, with 48 candidates having perfect admission scores. Many candidates even had admission scores of up to 31.5 points (but the school only accepted a maximum admission score of 30).

Also from this list, there are 41 candidates from rural area 2 who passed the exam, of which 8 candidates had extra points, the rest were admitted by actual exam scores or a few regional priority points. Besides, there are a few candidates from area 1 who passed the exam.

For example, a candidate from rural region 2 scored 28 points. According to the priority score calculation formula, this candidate will receive an additional 0.13 regional points, just enough to qualify for the medical industry.

Meanwhile, a candidate in region 3, without bonus points, scored 26.25 points, plus 2 points from the international language certificate, so his total admission score was 28.25, exceeding the standard score to enter the school. At the same time, another candidate in region 3, without bonus points, scored 28.12 points but still failed.

Many candidates have very high test scores and are still admitted without the extra points. However, there are many candidates who only have extra points to meet the admission standard.

At the medical faculty of the University of Medicine and Pharmacy, Ho Chi Minh City, the difference between those with and without bonus points is even greater. Of the 434 admitted candidates, 153 had no bonus points, accounting for 35%, while the number of candidates with bonus points accounted for 65%.

However, the bonus points from the international language certificate of Ho Chi Minh City University of Medicine and Pharmacy are much lower than that of Hanoi Medical University.

Among 281 candidates with extra points at Ho Chi Minh City University of Medicine and Pharmacy, only 7/34 candidates are from rural area 2.

The Faculty of Medicine at the University of Medicine and Pharmacy, Ho Chi Minh City has 7 candidates with an admission score of 30. Among the 7 candidates with a total score of 30, there is only one candidate this year who achieved 30/30 points in 3 subjects, the remaining 6 candidates have extra points, many candidates have admission scores exceeding 30 (the school only considers the 30 scale).

The statistics from the two medical schools show that the number of candidates from rural areas 2 is very small. The majority of candidates are from areas 2 and 3. The number of candidates with extra points is overwhelming and the majority come from urban areas. Partly because candidates are given extra points for their foreign language certificates.

A candidate admitted to the medical faculty of Hanoi Medical University had an exam score of 26.5, received 1.75 bonus points, and a total admission score of 28.25.

Also for this candidate, if calculated according to the regional priority score formula, the candidate got 1.75 points, but the remaining score was 0.82, the total score was 27.31 and he was not admitted. For the candidate in rural region 2, the test score was 26.5 points, the regional priority score was 0.23, the total score was 26.73 points.

Keeping the bonus points unchanged causes the actual admission scores of many candidates to exceed 30 points and affects the principle of fairness in university admissions this year.
