On the afternoon of September 18, at the Dong Xu Cultural House, the Department of Education and Training of Hai Phong organized the first Advanced Model Conference; awarded many collectives and teachers with outstanding achievements.
Attending the conference were Vice Chairman of Hai Phong City People's Committee Nguyen Minh Hung and hundreds of teachers from high schools in the city.
Responding to patriotic emulation movements and campaigns launched by the Prime Minister, the Ministry of Education and Training , the Vietnam Education Trade Union... in the period of 2020-2025, the emulation and reward work has been paid attention to, thoroughly grasped and effectively directed by the leaders of the Department of Education and Training of Hai Phong. The emulation movement has been linked with studying and following Ho Chi Minh's ideology, morality and style and the completion of key tasks of the industry.
The implementation of emulation movements and commendation work has been innovated in terms of content and organization methods. Through emulation movements, a widespread and exciting emulation atmosphere has been created, motivating and encouraging all cadres, teachers and workers in the industry to promote the tradition of patriotism, enhance the spirit of responsibility, initiative, creativity, and complete assigned tasks well, contributing to improving the quality and effectiveness of education ...
Through effective implementation of the emulation movement, up to now, Hai Phong has 76.98% of schools recognized as meeting national standards, of which: 79.85% of preschools, 78.74% of primary schools, 76.85% of secondary schools, 72.5% of high schools. Teaching and learning equipment and school libraries have been improved towards standardization and modernization.
Implementing the national standard school target associated with the new rural program, in the 2024-2025 school year, the rate of school solidification reached a high level. By the beginning of 2025, 100% of schools were renovated and newly built, with no more temporary classrooms; the rate of solid classrooms reached 96.7% (an increase of 4.2% compared to the 2015-2019 period, higher than the national average of 86.8%). The average number of classrooms per class at all levels met or exceeded the standard.
In vocational education, junior colleges and junior colleges basically meet facility standards; some practice workshops have achieved international accreditation (Australia, Germany), ensuring training quality and business linkages.
With the goal of striving for "For the poor - sustainable poverty reduction", the Department of Education and Training has focused on directing 100% of communes to have a network of kindergartens, general schools, and community learning centers sufficient to meet the learning needs and disseminate knowledge to the people. The Department has called on 100% of units in the industry to launch emulation movements, mobilize cadres and teachers to participate in supporting the fund for the poor, ensuring at least 1 day's salary per person/year . Closely coordinate with the Provincial Association for Promotion of Education, Association of Former Teachers, Association of Agent Orange Victims, Industry Trade Union to launch movements to mobilize cadres, teachers and students in favorable areas, support and help cadres, teachers and students in difficult circumstances. Implement the Campaign "Support education in mountainous, remote, isolated and disadvantaged areas" during the school years...
The models of "Learning Citizens", "Learning Families", "Learning Clans", and "Learning Units" continue to be replicated in Hai Phong.
The results of universal education and illiteracy eradication in the whole city are maintained in the leading group in the country, 100% of communes and wards meet level 2 illiteracy eradication standards...
The work of promoting learning and talent has been widely implemented, with thousands of scholarships and awards given to students with excellent achievements and exemplary teachers...
The achieved results have affirmed the high political determination of the Party Committee, government and people of Hai Phong City in realizing the strategic goal of building a learning society, towards the model of "Learning City" in the period of strong international integration and digital transformation.
With the achievements, in the past 5 years, the Hai Phong Education and Training sector has had 3 collectives awarded the Third Class Independence Medal by the State; 2 collectives awarded the Second Class Labor Medal; 1 collective and 3 individuals awarded the Third Class Labor Medal; 15 collectives awarded the Excellent Emulation Flag by the Prime Minister; 11 individuals awarded the title of Excellent Teacher by the President; 4 individuals awarded the National Emulation Fighter; 7 collectives and 35 individuals awarded Certificates of Merit by the Prime Minister; 265 collectives and individuals awarded the Emulation Flag by the Provincial People's Committee/Ministry of Education and Training.
Many Hai Phong students participating in international competitions for excellent students have achieved many high awards, typically: Pham Duc Nam Phuong (Nguyen Trai High School for the Gifted) won a Gold Medal at the International Chemistry Olympiad, Nguyen Sy Hieu (Tran Phu High School for the Gifted) won a Gold Medal at the International Biology Olympiad, Nguyen Huu Thanh (grade 12, Tran Phu High School for the Gifted) won a Silver Medal at the International Biology Olympiad.
In addition to the achieved results, the Hai Phong Department of Education and Training also identified some limitations in emulation work: The awareness of some groups and individuals about the role of emulation work is still inadequate, so it has not been able to mobilize resources, potentials in the unit and the spirit of ownership, creative work and self-awareness of each cadre and teacher...
Entering the 2026-2030 period, the Department of Education and Training of Hai Phong determined to continue to innovate and improve the quality of emulation and reward work; promote emulation movements associated with political and professional tasks; focus on discovering, fostering and replicating advanced models; contribute to building the city's education and training sector to become increasingly strong, modern, and sustainable, meeting the requirements of the new situation.
