Developing a green economy , using resources economically and effectively, and contributing to environmental protection is emerging as an inevitable trend, creating momentum for sustainable economic growth.

At the same time, this reality also gradually creates a labor market with green jobs, requiring workers to be flexible and adaptable, with appropriate skills.

Green labor market potential

The International Labour Organization predicts that the global sustainable energy transition could create around 25 million green jobs by 2030.

In Vietnam, the National Strategy on Green Growth for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister , aims to promote economic restructuring associated with growth model innovation, in order to achieve economic prosperity, sustainable environmental development and social equity; while moving towards a green, carbon-neutral economy, contributing to the goal of limiting global temperature rise.

In that context, the labor market will certainly have structural changes, new occupations and jobs will be formed, while traditional occupations will also gradually shift towards green and sustainable orientation.

Deputy Director of the Department of Employment (Ministry of Home Affairs) Nguyen Khanh Long analyzed: Transforming the growth model towards greening economic sectors, applying the circular economic model through efficient exploitation and saving of resources and energy is an opportunity to create new industries and professions.

At the International Labour Conference in June this year, the Director-General of the International Labour Organisation, Gilbert F. Houngbo, stressed: Green transition does not mean job losses. It is a great opportunity to create new industries, green jobs, sustainable and inclusive.

According to Ms. Vi Thi Hong Minh - Deputy Director of the Office of Labor Users (Vietnam Federation of Commerce and Industry): in the context of the world entering a "dual" transformation phase, that is, both green transformation and digital transformation, human resources are the key factor determining the capacity of the country and businesses.

Advantages for human resources with “green” skills

Developing industries and jobs in the direction of green and sustainable development inevitably requires human resources to have appropriate "green" skills.

To participate in the green labor market, workers need skills such as using resources efficiently, reducing waste, and updating environmentally friendly practice models.

Doctors Dao Thi Ha Anh and Bui Thi Quyen (University of Economics, Vietnam National University, Hanoi) said: Green human resources are workers with professional capacity, skills and appropriate awareness to perform jobs that contribute to environmental protection, efficient use of resources, and promotion of sustainable development values in enterprises and units.

These are not only employees working directly in the environmental field but also include workers in different departments such as technology, production, marketing, tourism, finance but have the ability to integrate "green" elements into daily work.

Sharing the same view, Associate Professor Bui Quang Hung analyzed: In any field, workers need to be equipped with basic knowledge and skills related to sustainable development thinking, adaptability, and innovation.

These skills will help workers adapt flexibly to changes in the labor market. Workers who adapt quickly, have “green” skills such as knowing how to use advanced technology, master the legal framework related to environmental protection, energy saving, managing optimal supply chains and reducing emissions will have many advantages.

According to the Management Board of Export Processing and Industrial Zones of Ho Chi Minh City, after the merger, the city has 66 export processing zones and industrial parks. In the period of 2025 - 2030, Ho Chi Minh City aims to attract about 21 billion USD in investment capital, prioritizing industries with high technology content, high added value and environmental friendliness; shifting the city's industrial structure towards the central area prioritizing service development, high technology, reducing emissions, environmental sustainability, developing new generation industrial parks according to ecological models, environmental friendliness.

This development orientation will create a large demand for labor recruitment, in which workers with "green" skills will be one of the recruitment priorities.

Referring to the need for human resources with “green” skills, Ms. Nguyen Ngoc Trinh, Penguin Travel Service Joint Stock Company said: Currently, tourism is one of the fields actively promoting development in a green, environmentally friendly direction.

Therefore, businesses need green human resources to build and exploit environmentally friendly tourism products, organize travel activities in the direction of being close to nature, saving energy, and honoring culture. The company prioritizes candidates with awareness and capacity to organize activities related to environmental protection and green tourism products.

Enterprises regularly design training programs to enhance employees' knowledge, skills and green behaviors, and encourage employees to propose practical initiatives related to environmental protection, economical use of resources, and reduction of plastic waste.
