In which cases is it necessary to change the red book from July 1, 2025? According to Decree 151/2025/ND-CP, there are some cases where people need to change the red book from July 1, 2025:
- Land users who need to change the certificate issued before August 1, 2024 to a certificate of land use rights and ownership of assets attached to land.
- The issued red book is stained, blurred, torn or damaged.
- Red books have been issued for many plots of land, but land users need to issue separate books for each plot.
- The land use purpose recorded is not consistent with the land use purpose classified in Article 9 of the Land Law and the decree guiding its implementation.
- The land plot location on the issued red book is incorrect compared to the actual land use location at the time of issuance.
- Land use rights and property ownership rights attached to land are the common property of husband and wife, but the issued red book only records the full name of the wife or husband. Now there is a request to reissue to record the full names of both husband and wife.
- The issued certificate records the name of the household. Now, the members who share the land use rights of that household request a change to record the full names of the members who share the land use rights of the household.
- Changing the size of edges, area, and number of a land plot due to cadastral mapping and cadastral measurement of the land plot without changing the land plot boundary.

What documents do people need to prepare when exchanging red books? To carry out the procedure of issuing and exchanging red books, people need to prepare the following documents:
- Application for registration of changes in land and assets attached to land (Application form is Form No. 11/DK issued with Decree No. 101/2024/ND-CP.
In case of changing the Red Book to show information about members sharing land use rights of the household (as prescribed in Point g, Clause 1, Article 38 of Decree No. 101/2024/ND-CP), the application must fully show this information.
- Certificate of land use rights (red book) has been issued.
- Cadastral map excerpt of land plot. This document applies to cases where the cadastral measurement excerpt of a land plot changes the size of the edges, area, and land plot number due to cadastral mapping, cadastral measurement excerpt of a land plot but the land plot boundary does not change.
Copy of mortgage contract of land use rights and assets attached to land (if any).
Identification documents:
- Citizen identification card of land user.
- Household registration book.
- Marriage certificate (if it is joint property of husband and wife).
Other documents:
- Authorization document (if any)
- Documents proving eligibility for exemption or reduction of financial obligations (if any).
Note:
- Issuing and re-issuing red books is the right of land users.
- The issuance and re-issuance of red books must comply with procedures and processes as prescribed by law.
- When there is a need to issue or reissue a red book, people should contact the competent state agency for detailed instructions.
Authority to issue red books from July 1, 2025 According to Decree 151/2025/ND-CP, from July 1, 2025, the authority to issue red books will have major changes, especially the decentralization to the Chairman of the People's Committee at the commune level. The Chairman of the People's Committee at the commune level will have the authority to issue Certificates of land use rights and ownership of assets attached to land (red books) to the following subjects:
- Domestic individuals.
- Vietnamese people residing abroad are Vietnamese citizens.
- Residential community.
Other authorities transferred to the People's Committee at the commune level:
- Approve the agricultural land use plan of economic organizations; approve the rice land use plan of individuals.
- Decision to reclaim land in cases specified in Clause 2, Article 83 of the 2024 Land Law; reclaim land related to the provisions in Point b, Clause 3, Clause 5, Point b, Clause 6, Article 87 and Clause 7, Article 91 of the 2024 Land Law.
- Issue land recovery notice.
- Decision to approve compensation, support and resettlement plan.
- Approve the plan to enforce the land recovery decision and the budget for enforcement activities.
- Decide on specific land prices.
- Decide on the selling price of resettlement housing in the area.
- Redefine residential land area and issue certificates.
- Recording land prices in decisions on land allocation, land lease, permission to change land use purposes, land use extension, land use term adjustment, land use form change under the authority of the Chairman of the People's Committee at the commune level in cases of applying land prices in the land price table to calculate land use fees and land rent; issuing land price decisions under the authority of the Chairman of the People's Committee at the commune level in cases of determining specific land prices.
- Decision to establish a specific land valuation council.
- Decision on land allocation, land lease, permission to change land use purpose for individuals; decision on land allocation for residential communities; decision on agricultural land allocation to individuals.
- Approve the plan to contribute land use rights and readjust land to implement projects to improve and develop rural residential areas, expand and upgrade rural roads.
2. Provincial land management authority
This agency will issue Certificates of land use rights and ownership of assets attached to land to land users and owners of assets attached to land under the land allocation and land lease authority of the Chairman of the Provincial People's Committee.
3. Chairman of the Provincial People's Committee
The Chairman of the Provincial People's Committee will issue red books in cases of land allocation and land lease under the authority of the Provincial People's Committee.
