Bac Ninh deploys a plan to handle public assets that are working headquarters.

BAC NINH - On July 25, the People's Committee of Bac Ninh province issued Plan No. 08/KH-UBND to handle public assets such as working headquarters and public service facilities that are not used, used ineffectively, or used for the wrong purposes by agencies, organizations, and units under the management of Bac Ninh province.

The plan aims to enhance the effectiveness and efficiency of implementing policies and laws on management and use of public assets, practicing thrift, combating waste and Official Dispatch No. 125/CD-TTg dated December 1, 2024 of the Prime Minister and guiding documents of the Ministry of Finance .

Review and compile statistics on all working headquarters and public service facilities that are not used, used ineffectively, or used for the wrong purposes by agencies, organizations, and units; develop plans, decide on handling, and organize handling to effectively manage and use public assets, and prevent loss or waste.

The Provincial People's Committee assigned provincial departments, branches, and sectors and People's Committees of communes and wards to review and propose solutions for handling redundant offices and public facilities, ineffective use, or for the wrong purpose. Assets in need of use will be transferred to the units in need; in case of needing to change their functions (for health, education , culture, etc.), the competent authority will coordinate to complete the dossier and submit it to the Provincial People's Committee for decision. Assets no longer in need of use will be transferred to the Provincial Land Fund Development Center for management, exploitation, and handling according to regulations. The completion time is before August 15, 2025.

The Department of Finance provides guidance on documents, procedures, and processes for developing a plan to handle unused, ineffectively used, or improperly used workplaces and public service facilities before July 28, 2025.

Based on the plan to handle unused, ineffectively used, or improperly used offices and public service facilities agreed upon with agencies and units, the Department of Finance will synthesize and submit it to the Chairman of the Provincial People's Committee for approval before August 20, 2025.
