National Steering Committee 389 held a meeting on first quarter work

On the afternoon of April 21, Deputy Prime Minister Bui Thanh Son, Head of the National Steering Committee 389, chaired the national online conference to review first quarter work and deploy tasks for the coming time.

In the first quarter, the activities of buying, selling, transporting prohibited goods, smuggling, illegal transportation of goods, trade fraud and counterfeit goods across borders, land border gates, trails, border openings, sea borders, seaports, sea areas, key inland areas were not too complicated, no hot spots arose. During the quarter, illegal transportation of prohibited goods such as: drugs, firecrackers, foreign cigarettes; smuggled goods, goods of unknown origin, counterfeit goods, poor quality goods such as: gasoline, oil, gold, wine, beer, sugar, cosmetics, functional foods, clothes, food, frozen goods, household goods, essential goods serving people's lives during the Lunar New Year At Ty.

Smugglers use many new and sophisticated methods and tricks to take advantage of simple procedures for transit goods, border gate transfers, tax exemption for temporarily imported goods for re-export, goods sent to bonded warehouses, export production processing, declaration of goods with priority procedures, exemption from inspection, intentionally false declaration of goods name, technical specifications, quantity, type, low value declaration, mixing infringing goods with officially imported goods, to smuggle and infiltrate into the Vietnamese market, commit commercial fraud, import and export of goods without licenses, not meeting conditions, tax evasion...

Units and localities have detected, arrested and handled 30,651 violations, of which, the authorities detected and arrested 6,754 cases of trading and transporting prohibited and smuggled goods (up 74.51% over the same period); 22,774 cases of trade fraud and tax fraud (down 11.06% over the same period); 1,113 cases of counterfeit goods and intellectual property violations (down 20.90% over the same period); collected more than VND 4,616.7 billion for the State budget (up 59.45% over the same period); prosecuted 1,328 cases (up 18.36% over the same period), 2,046 subjects (up 21.35% over the same period). Particularly during the peak period of the plan before, during and after the Lunar New Year, the authorities arrested and handled 39,489 violations. Of which, 3,558 cases of buying, selling and transporting prohibited and smuggled goods were discovered and arrested; 34,272 cases of commercial fraud and tax fraud; 1,659 cases of counterfeit goods and intellectual property violations were discovered and arrested; about VND5,441 billion was collected for the state budget; 1,506 cases/2,272 subjects were prosecuted.

Regarding Cao Bang province, the situation of smuggling, trade fraud and counterfeit goods in the province, although there are no hot spots, prominent and complicated cases, still occurs on a small scale in the area at certain times. Units discovered, arrested and handled 244 cases/260 violators; prosecuted 3 cases/4 subjects; collected 4.86 billion VND for the State budget. During the peak of the Lunar New Year, the functional forces inspected, discovered and arrested 308 cases/329 violators; prosecuted 14 cases/21 subjects; handled administrative violations and paid 6,062.36 million VND to the State budget.

Concluding the conference, Deputy Prime Minister Bui Thanh Son requested to continue to thoroughly grasp and strictly implement the directives of the Government, the Prime Minister, and the National Steering Committee 389 on the work of preventing and combating smuggling, trade fraud, and counterfeit goods. The Ministry of Justice is requested to preside over and coordinate with the Steering Committee Office to review contents related to institutions and legal documents, and strengthen sanctions for violations. The Steering Committees 389 of ministries, branches, provinces, and cities review and perfect the Steering Committees; closely follow and effectively implement the directions of the Deputy Prime Minister, Head of the National Steering Committee 389 on the directions and key tasks of the work of combating smuggling, trade fraud, and counterfeit goods in 2025. Develop a coordination mechanism between the National Steering Committee and localities; develop programs, plans, and solutions for combating smuggling, trade fraud, and counterfeit goods in accordance with the local situation and task requirements.

Strengthen the inspection and supervision of the implementation of regulations, promptly detect and handle smuggling and trade fraud. Improve the professional capacity and skills of cadres and civil servants. Promote digital transformation and the application of information technology in the prevention and fight against smuggling, trade fraud and counterfeit goods. Strengthen the work of receiving information, reflecting and detecting denunciations from people about smuggling, trade fraud and counterfeit goods; promptly commend and reward collectives and individuals with outstanding achievements in the fight against smuggling, trade fraud and counterfeit goods.
