The Commune Civil Defense Command is established by the Chairman of the Commune People's Committee.

The Government has just issued Decree No. 200/2025/ND-CP detailing a number of articles of the Law on Civil Defense, which stipulates the functions, tasks and organizational structure of the Commune-level Civil Defense Command. The Decree takes effect from August 23, 2025.

Accordingly, the Commune Civil Defense Command has the following functions: advising on the development and implementation of civil defense plans in the management area; advising and proposing to the Chairman of the Commune People's Committee to issue decisions to promulgate or abolish level 1 civil defense; organizing and commanding forces and means of organizations and individuals in the area to participate in civil defense tasks.

This committee advises the Chairman of the People's Committee at the commune level to decide on urgent measures, mobilize resources within their authority, organize the reception and allocation of support and relief resources to carry out civil defense tasks in the management area; carry out the transmission, notification, alarm, deployment of directive documents, management of prevention, response, and overcoming of consequences of incidents and disasters at all levels to the community; organize information, propaganda, education , and dissemination of knowledge on civil defense to organizations and individuals in the management area to improve the capacity to prevent, respond, and overcome consequences of incidents and disasters; advise on inspection and urge organizations and individuals to carry out civil defense tasks in the management area.

Regarding the organizational structure, the Head of the Commune Civil Defense Command is the Chairman of the Commune People's Committee. The Deputy Heads include: 1 Vice Chairman of the Commune People's Committee is the Standing Deputy Head; 3 Deputy Heads are the Commander of the Military Command, Head of the Commune Police, Head of the Economic Department or Economic, Infrastructure and Urban Affairs assigned to the task of state management of natural disaster prevention and control.

The members of the Commune Civil Defense Command Board are decided by the Chairman of the Commune People's Committee, including the Heads of specialized departments not covered by the above regulations. Based on the specific conditions of the locality, the Chairman of the Commune People's Committee invites representatives of leaders of political organizations and mass organizations at the commune level to participate in the Commune Civil Defense Command Board.

The agency assisting the Commune Civil Defense Command, the Commune People's Committee assigns the Economic Department or the Economic, Infrastructure and Urban Department assigned with the task of state management of natural disaster prevention and control to preside over and coordinate the implementation of the task of advising the Commune Civil Defense Command on natural disaster prevention and control work in the area and is provided with funding to carry out the task.
