
Throughout the day and night of September 29, Hanoi and many places in the North had incessant rain. On the night of September 29, floodwaters on the Thao River and some other rivers in the North rose rapidly, causing localized flooding along the riverbanks in Lao Cai Province (formerly Yen Bai City) and some communes in Phu Tho Province.
On the morning of September 30, meteorological experts said that the focus of heavy rain today is concentrated in the Northeast region, from Quang Ninh, Hai Phong to Lao Cai and Tuyen Quang.

The reason is that since the evening of September 29, the Southeast wind after the storm has brought a thick (high) column of moisture several kilometers into the Northern Delta, covering Hanoi and the northern provinces. This column of moisture continues to cause heavy rain.
Meanwhile, from Thanh Hoa to the Central Highlands and the South, rain will temporarily decrease in the morning but it is forecasted to rain again in the afternoon and evening, especially in the Central Highlands and the South.



According to the National Center for Hydro-Meteorological Forecasting on the morning of September 30, the North and Thanh Hoa have had moderate to very heavy rain in the past 24 hours. Among them, Lao Cai, Phu Tho, and Tuyen Quang have seen many areas with extremely heavy rain.
Specifically, the rainfall from 7 p.m. on September 29 to early morning on September 30 at some stations exceeded the 100mm threshold, such as: Hoa Thuan hydropower area (Cao Bang) 125.4mm, Tien Nguyen 2 (Tuyen Quang) 133.8mm, Trung Tam 1 (Lao Cai) 161.4mm, Huong Nhuong 2 (Phu Tho) 118.8mm.
In the next 24 to 48 hours, Lao Cai, Phu Tho, Tuyen Quang will still have 40-80mm of rain, some places will exceed 150mm. Other localities in the North and Thanh Hoa will generally have 20-50mm, some places will exceed 100mm.
