Storm No. 10: Nearly 8,000 hectares of crops affected by flooding and breakage

After making landfall, Storm No. 10 has caused a lot of damage to agricultural production in the provinces of the Midlands, Red River Delta and Central regions. According to statistics up to 5:00 p.m. on September 29 of the Department of Irrigation Works Management and Construction, Ministry of Agriculture and Environment, the total area of ​​crops affected by flooding and broken trees is nearly 8,000 hectares. Localities are urgently implementing solutions to drain water and operate irrigation works to minimize long-term damage after the storm. Up to now, no unsafe incidents have been recorded at irrigation works.

In the Midlands and Red River Delta, the total area of ​​flooded and damaged crops is 2,963 hectares. Of these, Ninh Binh province suffered the most damage with 1,904 hectares of rice. Lao Cai province recorded 188.7 hectares affected, including 97.4 hectares of rice. Hung Yen province had 870 hectares of damaged rice. Other localities in the region are still continuing to count and update the damage.

In the North Central region, the total agricultural area flooded is 4,770 hectares. Thanh Hoa province alone has 2,300 hectares of rice and 200 hectares of crops affected. Nghe An recorded 336 hectares of rice and 751 hectares of crops damaged. Ha Tinh has 987 hectares of crops flooded, while Quang Tri has 105 hectares of rice and 91 hectares of crops affected. Data in some other localities in the region is also continuing to be updated. In the South Central region, damage was recorded at 29.5 hectares of crops, mainly concentrated in Da Nang city.

Heavy rain is forecast to continue in many areas on September 29-30. In this situation, the risk of widespread flooding still exists, especially in low-lying areas.

Specifically, in the Northern region, it is expected that about 5,000–10,000 hectares of agricultural area will be at risk of flooding, mainly concentrated in the provinces of Ninh Binh, Hung Yen and Phu Tho. In the North Central region, the risk of flooding is higher, with an estimated area of ​​10,000–15,000 hectares, concentrated in Thanh Hoa and Nghe An.

Faced with the prolonged heavy rain after the storm, localities have quickly deployed drainage measures. The Midlands and Red River Delta have operated 66 pumping stations with a total of 346 pumps. Specifically, Ninh Binh province operates 49 stations with 247 pumps; Bac Nam Ha Irrigation Works Exploitation Company Limited operates 10 stations/61 pumps; Bac Ninh province has 4 stations/16 pumps; Phu Tho has 1 station/1 pump and Hanoi has 2 stations/21 pumps. The remaining localities are also continuing to mobilize forces and means to drain water for affected production areas.

In the North Central region, Thanh Hoa province is currently operating 18 pumping stations with 78 machines. In addition, provinces in the region such as Nghe An, Ha Tinh, Quang Tri are effectively exploiting self-flowing drainage works to speed up the drainage progress and protect crop areas.

Reservoirs in the North Central region are operating spillway: Cua Dat (Thanh Hoa), Vuc Mau (Nghe An), Song Sao (Nghe An), Ta Trach (Hue); in the North: Ban Mong Lake (Son La province), Ngoi Gianh Lake (Phu Tho), Yen Lap Lake and Khe Che Lake (Quang Ninh), Khuon Than Lake and Suoi Cay Lake (Bac Ninh);

In the South Central and Central Highlands regions, there are reservoirs that are operating to discharge spillways to regulate floods and ensure safety for works as well as downstream areas: Dak Bla (Quang Ngai); Ayun Ha (Gia Lai); Ea Sup Thuong, Ea Sup Ha, Ea Kao, Buon Yong (Dak Lak); Suoi Dau, Ta Ruc, Cam Ranh, Song Cai (Khanh Hoa); Tra Tan, Cam Hang, Song Phan (Lam Dong).

Currently, the work of statistics, damage assessment and implementation of remedial measures is still being actively carried out by localities. The Department of Irrigation Works Management and Construction continues to closely coordinate with provinces, cities and irrigation works management units to direct and urge the operation of irrigation works, provide technical support and ensure the safety of the system after storms.

The Department of Irrigation Works Management and Construction requested that localities and relevant units be required to strengthen inspection, supervision and implementation of measures to ensure absolute safety for irrigation works, especially works under construction and reservoirs.

For projects under construction, it is necessary to develop a construction plan suitable for weather conditions, absolutely not allowing incidents due to the impact of rain and floods. It is strictly forbidden to implement items that do not meet progress requirements or do not ensure safe construction conditions during the flood season.

For reservoirs, operations must be carried out in accordance with procedures approved by competent authorities. Reservoirs with floodgates must have their water levels adjusted appropriately to ensure the safety of the works and not discharge floodwaters that are dangerous to downstream areas. At the same time, it is necessary to store water reasonably for existing reservoirs with low storage capacity. Early warnings to downstream residents before releasing floodwaters, as well as when there is a risk of an incident, must be fully and seriously implemented.

Localities and construction management units need to maintain 24/7 duty during periods of rain and floods. It is necessary to arrange permanent forces at construction sites at risk of incidents, especially reservoirs that are full of water, to promptly handle unusual situations according to the "four on-site" motto: on-site command, on-site forces, on-site means, and on-site logistics.
