Immediately after the incident, Chairman of the People's Committee of Hung Yen province Nguyen Khac Than and many leaders of the province, departments, branches and localities were present at the scene to visit and encourage the families affected; at the same time, directed the work of overcoming the consequences caused by the storm.
The storm damaged 300 houses and corrugated iron roofs; 28 electric poles and 1 transformer station were broken or felled; 250 large trees were broken or felled. The whole province had about 870 hectares of rice damaged, accounting for 0.9% of the area.
Due to the impact of storms and rains in the province, 50 hectares of aquatic products outside the dyke of Dong Chau and Thai Thuy communes were flooded due to rising sea levels. In addition, the rising water level of the Red River through Minh Tan commune also caused 50m of the embankment upstream of Tan Ap sluice, K193+030 side, Hong Ha II dyke to overflow and this location was handled in the first hour. In Hung Phu commune, the road (road to Cua Lan Border Guard Station) had a 10 m² roof landslide. Immediately after the incident, Cua Lan Border Guard Station coordinated with local authorities to focus human and material resources to fix it.
Due to the influence of the post-storm circulation, on the night of September 29, the sea off the coast of Hung Yen province still had strong winds of level 6, gusts of level 8, waves of 2.0 - 3.0 m high; rough seas. On land, the southern communes and coastal areas had strong winds of level 5, level 6, gusts of level 7. From now until the end of September 30, the province will continue to have moderate rain, heavy rain, and very heavy rain in some places, with common rainfall of 50-100 mm. Fishing vessels, aquaculture and seafood exploitation activities at sea and coastal areas tonight are still at great risk of strong winds and big waves.
Hung Yen province requests units and localities to urgently evacuate households living in weak houses, temporary houses, and dangerous areas to safe places to prevent storms and tornadoes. Organize visits, encourage, and provide maximum support to families with victims according to regulations; coordinate and support the families of victims to take care of funerals for those who died according to local customs.
The People's Committees of communes and wards shall implement policies to support households and individuals affected by natural disasters according to the provisions of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government stipulating social assistance policies for social protection beneficiaries, ensuring that no one is left without shelter, hunger, clothing, or drinking water.
The Department of Health directed functional units to organize free treatment for people injured by the impact of storm No. 10 with the most urgent and timely spirit. Hung Yen Province Electricity Company checked and immediately fixed electrical problems to ensure power supply for pumping to drain floods and people's production.
Irrigation Works Exploitation LLCs: Hung Yen, Bac Thai Binh , Nam Thai Binh, Bac Hung Hai provinces take advantage of opening maximum sluices to drain water in the system to prevent heavy rains from causing flooding for rice and crops, industrial zones, economic zones, urban areas; operate electric pumping stations to pump out water. People's Committees of communes and wards direct functional units to urgently clear the flow, thoroughly drain water in the production protection system.
Departments, branches and localities must strengthen the inspection of dike works, especially key and vulnerable locations and works under construction on dike routes, especially river estuary and sea dikes; if unsafe works are discovered, they must proactively mobilize forces, means and materials to handle and reinforce them immediately.
