Video of Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, talking to reporters about storms No. 9 and No. 10:

Sir, what is the latest forecast of the Center for Hydro-Meteorological Forecasting about storm number 9 Ragasa up to this point in terms of the affected area as well as warnings to the people?

Currently, Typhoon Ragasa is in the southern coastal area of Guangdong Province, China, storm intensity level 15, gusting over level 17, the storm is causing heavy rain and very strong winds in the southern area of China. We forecast that in the next 24 hours, the storm will continue to move relatively stable in the West direction at a speed of about 20 km/h.

By tomorrow morning (September 25), the eye of the storm will enter the northern area of the Gulf of Tonkin. Due to the influence of the storm, tonight (September 24), the sea area of the Gulf of Tonkin will begin to have winds gradually increasing to level 7, then reaching level 8 - 9, the area near the eye of the storm can reach level 10 - 11, gusting to level 13 - 14.

For the mainland of Vietnam, especially note that Quang Ninh province will have stronger winds from September 25. In the strongest wind areas, it can reach level 8 - 9, gusting to level 10 - 11, further inland, for example, Hai Phong, Lang Son, and the East of Bac Ninh provinces, there may be strong winds of level 7 - 8, and in the Northern Delta, including the capital Hanoi , there may be winds of level 6.

We also forecast that from the night of September 24, the provinces of Quang Ninh, Lang Son, and Hai Phong will begin to have rain. The Northern Delta region, including the capital Hanoi, will see increasing rain from around noon on September 25. We forecast that the total rainfall will generally range from 100 to 250 mm, with some places exceeding 400 mm. Of particular note is the area on the eastern slope of the Hoang Lien Son range, including the two former provinces of Lao Cai and Yen Bai , where heavy to very heavy rain will occur during this period.

There are opinions that the two storms Yagi and Ragasa have similarities in intensity as well as the direction of landing in our country, sir?

If comparing the two storms Yagi in 2024 and Ragasa this year, there are two major similarities. Firstly, in terms of intensity, both storms reached super typhoon intensity and were the two strongest storms in the East Sea in recent years; the areas directly affected were also the two provinces of Quang Ninh and Hai Phong.

However, apart from these two points, there are many other differences between the two storms, specifically in terms of formation area, direction of movement, speed of movement and time of maximum intensity, especially the time of impact.

Currently, storm Bualoi (storm number 10) is also forming in the East Sea. Could you update the notable forecasts about this storm, especially the direct impacts on our country, sir?

Currently, a new storm has formed in the East of the Philippines, the 20th storm in the Northwest Pacific region and is expected to enter the East Sea in about 2 days and will likely become the 10th storm this year.

This storm is newly formed and its current intensity is at level 8. At present, forecasts from models as well as international centers are quite scattered, differing in trajectory and intensity.

When the storm is stronger and has better cloud organization, more stable, and more complete storm structure, the forecasts will be more reliable. The National Center for Hydro-Meteorological Forecasting will continue to update the storm's developments in the coming time in the next one or two days.

In addition, according to current forecasts, the maximum intensity of storm Bualoi is not as strong as that of storm Ragasa. The forecast for the development of this storm is still far away, however, it does not exclude the possibility that the storm's impact on the mainland of Vietnam will be as large or even possibly greater than that of storm Ragasa (storm No. 9).
