The Politburo works with the Standing Committee of the Government Party Committee

On the morning of September 10, at the Party Central Committee Headquarters, under the chairmanship of General Secretary To Lam, the Politburo worked with the Standing Committee of the Government Party Committee to give opinions on draft documents, personnel plans and preparations for the 1st Government Party Congress, term 2025 - 2030.

At the working session, the Politburo listened to the representative of the Government Party Committee's Standing Committee report on the drafting of documents and personnel plans for the 2025-2030 term, and on the reception and explanation of comments from central committees, ministries and branches. The Politburo assessed that the draft documents and personnel plans had been carefully, seriously and elaborately prepared by the Government Party Committee in accordance with the regulations and instructions of the Central Committee. The content of the documents thoroughly grasped the major viewpoints and orientations in the draft documents of the 14th National Party Congress, the resolutions, conclusions and directives of the Party Central Committee and the Politburo and were close to the practical situation of the Party Committee; the basic personnel plan ensured the structure, quantity, standards and conditions according to regulations.

All Politburo members basically agreed with the draft documents submitted to the Congress by the Government Party Committee, and gave their enthusiastic, responsible, and profound comments to supplement and perfect the Congress documents.

Concluding the working session, General Secretary To Lam requested the Government Party Committee Standing Committee to absorb the opinions of Politburo members and reasonable comments from central departments, ministries and branches to complete documents and personnel plans, and continue to carefully prepare for the successful organization of the Party Congress for the 2025-2030 term.

General Secretary To Lam emphasized that in the coming term, it is necessary to focus on organizing and implementing a number of contents well: Determining the guiding viewpoints in the Political Report in accordance with the most important position and role of the Government Party Committee in the system of Party organizations directly under the Central Committee, the core of leadership and direct direction for the Government and Party Committees of ministries, branches, corporations, general companies, banks, and large enterprises. Closely following, updating, and concretizing the contents of the draft Documents of the 14th Party Congress related to the Government's responsibility for socio-economic development, ensuring national defense and security, with the overarching task of promoting socio-economic development, ensuring national defense and security, strengthening foreign affairs, implementing social progress and equality, improving people's lives to set appropriate visions and targets for each stage and period; Reviewing mechanisms and policies must be cleared, handled, and resolved to complete the set goals, especially the institutionalization of new policies and orientations of the Party Central Committee.

The General Secretary proposed focusing on perfecting development institutions in conjunction with building a socialist rule-of-law state that creates development, is honest, acts, and serves the people; paying attention to perfecting institutions and laws, especially in the fields of investment, land, planning, expanding the development space of the country, regions, industries, sectors, and localities, liberating production capacity, mobilizing all resources, and creating new driving forces for development; having policies to mobilize private sector resources to participate in key infrastructure projects such as highways, high-speed railways, urban railways, energy infrastructure, defense and security industries; effectively implementing the operations of the International Financial Center, free trade zones, and new economic models...

The General Secretary emphasized that it is necessary to promote industrialization, modernization, economic restructuring, and establish a new growth model with science, technology, innovation, and digital transformation as the main driving force; strongly develop the digital economy, knowledge-based economy, with high added value and global competitiveness, especially new industries and technologies; develop the state economy to play a leading role in ensuring macroeconomic stability, major balances, strategic orientation, and leading the economy; the private economy is the most important driving force of the national economy; selectively attract investment sources from outside (both direct and indirect).

The General Secretary pointed out that it is necessary to continue focusing resources on developing synchronous, modern, smart, internationally connected infrastructure; effectively exploiting and expanding new development spaces, using urban areas as the driving force for regional development; infrastructure connecting large cities and industrial development centers; developing energy infrastructure to meet the requirements of high economic growth in the new period, ensuring energy security. Investing in a number of nuclear power plants with appropriate scale, new and safe technology. Developing synchronous and modern urban infrastructure and traffic; focusing investment resources on modernizing digital infrastructure. Developing telecommunications and technology infrastructure to meet the essential infrastructure requirements of the digital economy, especially e-commerce. Developing synchronous and modern cultural and social infrastructure; investing in the construction of a number of key national cultural, sports, educational and medical works of regional and international significance.

The General Secretary requested to focus on improving the material and spiritual life and health of the people; concretize tasks and solutions to implement the policy of closely combining economic growth with progress, social justice, comprehensive human development, and caring for people's lives; focus on directing the implementation of resolutions and conclusions of the Politburo on breakthroughs in education development and people's health care; perfect and modernize the organizational model and methods of social development management, and solve social problems. Improve social welfare for all people, ensuring that all people enjoy the fruits of development. Continue to consolidate and strengthen national defense, ensure national security, maintain social order and safety, and create a peaceful and stable environment for national development; Improve the effectiveness of foreign affairs and international integration, focusing on economic diplomacy, promoting the role, position and prestige of Vietnam to serve the development of a rich, civilized, prosperous and prosperous country.
