According to Circular No. 28/2009/TT-BGDDT dated October 21, 2009 of the Minister of Education and Training promulgating regulations on working regime for general education teachers, homeroom teachers at primary level are reduced by 3 periods/week out of the total 23 standard periods to perform the duties of homeroom teachers.
According to the 2018 General Education Program, the Experiential Activities subject has 3 periods: flag salute activities, thematic experiential activities and class activities. I would like to ask, is it determined that the 3 periods of Experiential Activities subject are reduced periods for homeroom teachers according to Circular No. 28/2009/TT-BGDDT? Or can homeroom teachers be reduced by 3 periods (any) to perform the duties of homeroom teachers stated in Circular No. 28/2009/TT-BGDDT? Nguyen Trung Kien (trungkien***@gmail.com)

Currently, the working regime for general education teachers is implemented according to the provisions of Circular No. 05/2025/TT-BGDDT dated March 7, 2025 of the Minister of Education and Training stipulating the working regime for general education and university preparatory teachers. Accordingly, primary school teachers are reduced by 4 periods/week to perform the duties of homeroom teachers according to the provisions of the Primary School Charter.
In case the flag salute and class activities are organized by the school to teach the content of experiential activities, the teachers (including homeroom teachers) assigned to teach experiential activities will be converted into teaching periods and counted in the total number of teaching periods in the school year of the teacher.
The conversion of teaching periods for experiential activities is carried out according to class size or school size. The conversion is carried out according to the provisions at Point c, Clause 2, Article 13, Circular No. 05/2025/TT-BGDDT. In other cases, the Principal shall decide according to the provisions at Clause 5, Article 3, Circular No. 05/2025/TT-BGDDT.
